CASE It 7, <br />REPORT FROM PUBLIC WORKS <br />By: Public Works Staff <br />Background: <br />The Public Works Committee met on Tuesday, October 19, 2004 and discussed the following <br />seven cases: <br />CITIZEN INPUT <br />Public Works Director Kapler indicated several weeks ago Al Kemp who resides at 15220 St. <br />Francis Boulevard contacted him with a concern about the condition of the boulevard in front of <br />his house. The boulevard was redone at the time Highway 47 was improved. Mr. Kemp's <br />concern is the quality of the turf. There are also people walking up the boulevard up to Alpine <br />Drive, which is the nearest crosswalk. Currently there is a trail all the way down Highway 47 on <br />the east side of the road. Mr. Kemp's question is if there is value to putting the trail on the west <br />side as well. <br />Mr. Kemp stated people come up the frontage road, and then either have to cross the highway or <br />walk on his side of the road. When they put in the road they put nice sod in there. The first <br />winter the salt killed it all off, and the only thing growing within the ten feet of curb is crab <br />grass. He was concerned about whether MnDOT would give him sod that could stand up. The <br />other option would be to put a paved trail there; it would not necessarily have to be as wide as <br />other trails. He explained he has seen people that bike and walk down the highway in the turn <br />lane. <br />The consensus of the Committee was to direct staff to research options, including a trail, and to <br />bring the issue before the park and Recreation Board for discussion. <br />Action: <br />Ratify the recommendation of the Public Works Committee. <br />Case #1 Snow Storage for Ramsey Town Center <br />Background: <br />Staff proposed to the Committee two alternative sites for the 2004-2005 snow season and <br />possibly beyond. For the 2004-2005 season staff has negotiated an agreement to use the outlot in <br />the SE corner of the RTC. This would be near the large holding pond in that corner of the <br />development. In exchange, the City will perform the snow removal at the RTC construction <br />trailer at the corner of Sunwood Drive and Ramsey Boulevard. The other alternative discussed is <br />the open land west of the Public Works complex (former Alloy Recovery site). The storm water <br />pond that is under construction at this time is over sized for the current land use. The pond was <br />designed to handle run off from the Public Works campus when it is completely built out and <br />covered by impervious surfaces, which is no where near the case at this time. Staff feels both of <br />these sites will be more than adequate for the 2004-2005 season, as this year will be more of a <br />"training year" for the new crew. They will have an opportunity to gain experience in areas of <br />snow removal and hauling, traffic control, and the amount of equipment needed to perform the <br />
