REQUEST FOR PRELIMINARY PLAT REVIEW OF <br />REGENCY POND 4TH ADDITION; <br />CASE OF TSM DEVELOPMENT, INC. <br />By: Amy Geisler, Associate Planner <br />Background: <br />CASE # I/ <br />TSM Development, Inc. has submitted a preliminary plat application as part of their plan <br />to construct a mini -storage facility on the property generally located on Ramsey Blvd. and <br />Bunker Lake Blvd. The preliminary plat proposes to replat Outlot A of Regency Pond <br />into one buildable lot and one new outlot. The Planning Commission reviewed the <br />preliminary plat at their August 5, 2004 meeting. <br />The following items are enclosed for your information: <br />a) Site location map <br />b) Proposed preliminary plat <br />c) Anoka County Highway Department review letters <br />d) Planning Commission meeting minutes dated August 5, 2004 <br />e) Draft City Council meeting minutes dated October 12, 2004 <br />1) Draft City Council work session minutes dated October 19, 2004 <br />g) City Staff review letter dated July 30, 2004, revised October 7, 2004, <br />revised November 4, 2004 <br />h) Preliminary plat resolution for approval <br />Notification: <br />In accordance with State Statute and City Code, residents within 700 feet were notified of <br />the request for preliminary plat approval. <br />Observations: <br />Outlot A of Regency Pond is proposed to be replatted as Lot 1, Block 1 and Outlot A, <br />Regency Pond Ott' Addition. The lot is 4.8 acres and is proposed to be developed as a <br />mini -storage facility with 4 storage buildings. The lot exceeds the one -acre minimum lot <br />size requirement and the 200-foot lot width requirement. <br />The grading, drainage, and utility plans are being reviewed as part of the CNP Storage <br />site plan. Based on direction received at the October 19, 2004 work session, Staff worked <br />with the applicant on an appropriate cul-de-sac for the terminus of 148th Ave NW, which <br />is shown on the revised preliminary plat. <br />
