applicant's request for a variance to this requirement and the setback to the new cul-de- <br />sac at their November 4, 2004. meeting; staff will provide a verbal report to the City <br />Council on the outcome of that meeting. <br />The site plan is proposing to gain access through a private access off of Ramsey Blvd. <br />Staff has received written comments from Anoka County that indicate this access is <br />acceptable. One of the conditions of Anoka County's approval is that the comer property <br />also utilizes this access, should it redevelop in the future. The revised preliminary plat <br />shows an adequate outlot at this location, which the applicant has agreed to dedicate to <br />the City. <br />The most current landscaping plan addresses the concerns raised by the City Council at <br />the October 19`' work session. Staff is recommending that a few more shrubs be added to <br />the Ramsey Blvd frontage, since they will be visible through the proposed wrought -iron <br />fence, and that several trees be added to the eastern property line, to match the trees <br />proposed for the northern property line. <br />The proposed site plan received its WMO permit approval on September 16, 2004. WMO <br />approval contained several conditions, including the addition of additional `dead storage' <br />on the Subject Property, and verification that the lowest floor elevations of adjacent <br />homes in Regency Pond are 2 feet above the 100-year peak flood elevation. Staff is <br />recommending that the WMO engineer review these revised plans to ensure they comply <br />with the WMO permit approval. <br />Recommendation: <br />The Planning Commission recommended approval of the proposed site plan at their July <br />12, 2004 meeting, contingent on approval of the 'subdivision request. The City Council <br />reviewed the site plan at the October 121h Council meeting and at the October 191h work <br />session. Staff received direction at the work session to work with the applicant on cul-de- <br />sac design, landscaping, setbacks, and a modified grading plan. It is Staff s opinion that <br />the revised plans now meet the recommendations of the City Council.
