FY04-05 <br />The legislature has designated that at least 25% of available funds be spent on remediating sites <br />in Greater Minnesota unless sufficient applications are not received. This allows the grant <br />program to assist with cleanup efforts statewide. <br />ELIGIBLE GRANT APPLICANTS: Eligible applicants for this program are statutory or <br />home rule charter cities, economic development authorities, housing and redevelopment <br />authorities, counties, or port authorities. While these are the eligible applicants, the site can be <br />either privately or publicly owned. <br />GRANT ELIGIBLE QUALIFYING SITES: A site must meet each of the following criteria <br />in order to qualify for a Contamination Cleanup Grant: <br />1.) A grant may not be given to a municipality in the Twin Cities Metropolitan Area unless it <br />is participating in the Metropolitan Council's Local Housing Incentives Program. For <br />information on the Local Housing Incentives Program, call Guy Peterson at the <br />Metropolitan Council at (651) 602-1418. <br />2) A site may not be scheduled for funding under the Federal Superfund Program (United <br />States Code, title 42, section 9601 et seq.) or the Environmental Response and Liability <br />Act (Minnesota Statutes §§ 11513.01 to 115B.24) under the current or next fiscal year. <br />3) A site must contain contaminants, pollutants or hazardous substances as referenced in <br />Minnesota Statutes § I I5B.02 or petroleum that is not eligible for the Minnesota <br />Petrofund. Asbestos abatement in buildings does not qualify under this grant program, <br />unless it is part of demolition necessary for RAP implementation. <br />4) A site must have an appraised or assessed value after adjusting for the effect on the value <br />due to contamination (pre -cleanup) that is 1) less than 75% of the estimated project costs <br />(see definition of Project Cost) costs OR, 2) less than or equal to the estimated cleanup <br />costs (see definition of Cleanup Cost) for the site if the cleanup costs equal or exceed $3 <br />per square foot for the site. <br />5) Finally, to qualify for this grant program, it is expected that the site will be improved with <br />buildings or other improvements, and that these buildings or improvements will provide a <br />substantial increase in the property tax base or will be used for an important publicly <br />owned or tax exempt facility. The final development of polluted sites may include, for <br />example, commercial, industrial, office or housing development. <br />Housing developments should include an affordability component. There should either <br />be affordable units on the site, or units committed to another site within the applicant's <br />jurisdiction. Housing developments that do not include any affordable units (on- or off - <br />site) may not be considered for funding under this program. "Affordability" is defined <br />using U.S. Housing and Urban Development and/or Metropolitan Council standards, <br />determined by the municipality. <br />Cleanup <br />III <br />
