FY04-05 <br />REQUIRED APPRAISALS or ASSESSMENTS for GRANTS: Attach 1) an appraisal <br />completed by a qualified independent appraiser licensed under chapter 82B using accepted <br />appraisal methodology which shows: a) The current market value (pre -cleanup) of the property, <br />separately taking into account the effect of the contaminants on the market value. This value <br />should include both the value of the land and, if applicable, any buildings on the Site; and, b) the <br />value of the site after cleanup but before development (pre -construction), OR attach 2) the <br />assessed value of the property for the latest year shown on the most recent valuation notice used <br />under Minnesota Statutes §273.121. Also include the projected assessed value after cleanup but <br />before development. <br />REQUIRED CLEANUP BUDGET/SCHEDULE: You must submit a budget for cleaning the <br />site and a timeline for cleaning and redeveloping the site (both the budget and timeline are part <br />of the following application). While the redevelopment of the site is considered in the <br />application and must be identified in the timeline, grant funds can only be used toward site <br />remediation. The budget page of this application should include only eligible remediation costs, <br />which are the statutorily defined as "cleanup costs" and "project costs." <br />Cleanup Costs: "The costs of developing and implementing a response action plan, but does not <br />include implementation costs incurred before the award of a grant unless the application for the <br />grant was submitted within 180 days after the response action plan was approved by the <br />commissioner of the pollution control agency." <br />Project Costs: "The cleanup costs for the site (see above definition), and the cost of related site <br />acquisition, demolition of existing improvements, and installation of public improvements if <br />necessary for the applicant to implement the response action plan." <br />Examples of eligible and ineligible costs include: <br />ELIGIBLE COSTS <br />INELIGIBLE COSTS <br />Cleanup <br />Project/Grant Administration <br />Demolition (if necessary to implement RAP) <br />Demolition (if necessary only for <br />redevelopment) <br />Acquisition and Relocation (if necessary to <br />Acquisition and Relocation (if necessary only <br />implement RAP) <br />for redevelopment) <br />Investigation (if not already funded under a <br />Asbestos Abatement in Buildings <br />DEED Investigation and RAP Development <br />Grant) <br />Environmental Consulting fees necessary to <br />Contingencies <br />implement the RAP <br />Public Improvements (if necessary to <br />Costs of appraisals or other application costs <br />implement the RAP) <br />Activities eligible for funding under or match <br />requirements of another state cleanup program <br />cleanup <br />IV <br />
