CASE: 143 <br />AUTHORIZE DESIGN OF CITY PHASE II STREET, STORM SEWER, <br />WATERMAIN AND SANITARY SEWER IMPROVEMENTS IN RAMSEY <br />TOWN CENTER <br />By: Leonard Linton, Civil Engineer <br />Background: <br />Construction of improvements in Ramsey Town Center is governed by the Master <br />Development Agreement signed September 17, 2003. This agreement included <br />milestones covering the sequence of construction for improvements in the project. The <br />milestones are in Section 7.8 which is included as an attachment. The developer has <br />submitted a petition requesting construction of certain Phase II improvements adjacent to <br />Ramsey Town Center 3`d Addition. The petitioned improvements are Zeolite Street <br />between Sunwood Drive and Civic Center Drive and a temporary cul-de-sac on Civic <br />Center Drive. <br />Planning of the new city hall is in progress. Access to the new city hall site will require <br />construction of Sapphire Street between Sunwood Drive and Civic Center Drive. The <br />Ramsey Town Center Plat did not dedicate the right of way for Sapphire Street. <br />Dedication of this right of way must be a condition of the approval of the petitioned <br />improvements. <br />The Master Development Agreement Section 7.11 states that 20% of the cost of these <br />improvements will be assessed to the parcels in Ramsey Town Center. Section 7.8 <br />details milestones that must be met prior to completing the Phase 11 Improvements. <br />These milestones were based on assumptions that development would first occur along <br />the Phase I streets and progress outward. RTC 3rd is adjacent to a Phase I street, however <br />efficient site access dictates the need for construction of the portion of Zeolite Street and <br />Civic Center Drive covered in the petition. <br />Demand for sites in RTC is likely to increase with the completion of the first buildings in <br />the 3d addition. Having access to final design plans for the Phase II roadways and <br />improvements will be beneficial as a marketing tool for the sites and as information for <br />potential buyers. <br />The public hearing to order the improvements will not be scheduled until the milestone <br />conditions have been met. The Master Development Agreement Amendment <br />contemplates establishing a cap of $3,000,000 for letters of credit to cover landscape <br />requirements. This would modify the requirement of 7.8 d. The master streetscape/ <br />landscape plan for all public streets has not been accepted yet, however the developer <br />will be required to install the improvements when the plan is accepted as required in 7.8 <br />C. <br />
