4) Receive Petition for Ebony Street Improvements <br />COLlnelllnembcr Zimmerman explained staff received a petition from three property owners on <br />Ebony Street requesting improvements on Ebony Street between 1371h Avenue and Riverdale <br />Drive. The improvements requested include extension of the sanitary sewer, looping of the <br />watermain between 137"' Avenue and Riverdale Drive, curb and gutter, and street resurfacing. <br />The City code states that a project may be initiated by a petition of at least 35 percent in number <br />of the abutting property owners. There are a total of nine properties, of which four are owned by <br />the petitioners. The Public Works Committee recommends proceeding with the feasibility study. <br />Motion by Councilmember Zimmerman, seconded by Councilmember Cook, to ratify the <br />recommendation of the Public Works Committee and direct staff to proceed with a feasibility <br />study for the petition improvements upon verification of the petition signatures by the City Clerk. <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Cook, Elvig, Kurak, <br />Pearson, and Strommen. Voting No: None. <br />5) Snow Removal Issues in Ramsey Town Center <br />Councilmember Zimmerman reported the Public Works Committee held a discussion concerning <br />snow removal in Ramsey Town Center, and looked at the following issues: <br />■ Towing zones <br />■ How much snow would fall before plowing is done <br />■ The amount of equipment and manpower that would be needed to clear sidewalks and <br />streets in the area <br />■ Parking restrictions <br />■ Police action for towing <br />■ The possibility of providing snow storage for other businesses in the City, in addition to <br />the snow that is hauled by the City, for a fee. <br />Councilmember Zimmerman explained this is an ongoing event at the Public Works Cormnittee <br />and they came up with a lot of good discussions over the summer months. <br />Committee/Staff Input <br />Councilmember Zimmerman reported the following: <br />■ An informational meeting was held at 163rd Lane, Uranimite Street and 164"' Lane. <br />There was good turnout, and Chief Kapler was present to shed a lot of information on the <br />area. <br />■ The Committee discussed the stop sign at Alpine Boulevard and Sunfish Lake Boulevard <br />where there have been quite a few accidents. <br />o Assistant Public Works Director Olson explained staff was trying to increase the <br />visibility of the sign on Alpine Boulevard and Sunfish Lake Boulevard by <br />City Council/October 12, 2004 <br />Page 9 of 30 <br />
