went beyond the easement and came within a couple of feet of a newly constructed garage. Staff performed some survey work and determined that the outlet weir was set at an elevation that would cause water to pond beyond the drainage and utility easement prior to discharging through the emergency outfall to the river. Staff feels that the Public Works Department can perform all work except the landscaping. The Public Works Committee recommended that the City Council approve that an analysis of the drainage basin be conducted and that necessary corrective action be taken to ensure that the 100 year precipitation event is contained within the drainage and Utility casement at a contracted construction cost not to exceed $2,000 which shall come from the storm water utility. Voting No: None. 2) 'Traffic Concern at 169t" Avenue and Neon Street Councilmember Zimmerman explained staff has received a request from the resident at 5866 169"' Avenue NW to address a problem at the intersection of Neon Street and 169"' Avenue where cars have been running off the road, possibly from driving too fast. The Public Works Committee discussed several options and came up with the idea of monitoring the speed on Neon Street and 169"' Avenue as a first step, installing warning signs at the intersection, and following Up with monitoring the speed after the chevrons have been installed. Assistant Public Works Director Olson indicated staff has been monitoring the speed, but wanted to wait for Council ratification before putting up the warning signs. Motion by COUneilmember Zimmerman, seconded by Councilmember Elvig, to ratify the recommendation of the Public Works Committee and direct staff to proceed with monitoring the speed in the area of Neon Street and 1691" Avenue for two days, to then install warning signs at the intersection of Neon Street and 169t" Avenue advising motorists of the bend in the road, and to follow up with monitoring the speed after the chevrons have been installed. Motion carried. Voting Yes: Mayor Gamec, Councilmembers Zimmerman, Elvig, Cook, Kurak, Pearson, and Strommen. Voting No: None. 3) Receive Petition to Reduce Speed Limit on CR 83 between CR 63 and CR 22 Councilmember Zimmerman indicated the petition to reduce speed on CR 83 south of CR 22 was acted on during the last Council meeting.
