Councilmember Johns stated there is now a different Council and she would like the question to <br /> remain. <br /> Councilmember Riley stated he supports including this question as long as a survey is being <br /> done but he would not support an "all of the above funding sources" type of question. He stated <br /> he would like to again look at the survey mentioned by Councilmember Backous. <br /> Councilmember Backous agreed it would be good for the Council to review it again because it <br /> contains information related to resident's support of franchise fees. <br /> Councilmember Kuzma stated he would favor including this question because if it is not <br /> contained on a ballot, he would like to see the resident's answers as it could be entertained in the <br /> future. <br /> Councilmember Johns stated including this question will also heighten residents' awareness. <br /> Mayor Strommen stated there is Council consensus to retain Question 17 but to strike the last <br /> question within that group and to strike the word "dedicated." <br /> Councilmember Johns asked how the survey information is compiled. <br /> Assistant to the City Administrator Brama stated this firm was selected because of its ability to <br /> provide high quality reporting as it has a standardized survey. He explained that the more the <br /> City's survey is customized away from the template, the lower the ability to use NRC's <br /> standardized report. Assistant to the City Administrator Brama stated if the language remains <br /> the same, a standardized comparison can be made but even with customized questions, a quality <br /> customized report will still be gained. Assistant to the City Administrator Brama explained that <br /> NRC indicated the questions were laid out in this way so the responses can be incorporated into a <br /> standardized report. He stated he will bring the Council's comments to NRC for inclusion in the <br /> final survey. It was noted that 1,200 surveys would be sent out with a 20-40%response rate (i.e., <br /> 350-400 surveys) expected. <br /> Assistant to the City Administrator Brama stated comment responses are good but create an issue <br /> with formulating a report. He suggested that staff generate an internal report on the survey <br /> comments. <br /> Councilmember Johns asked whether Ramsey's survey results will be compared with other <br /> municipalities. <br /> Assistant to the City Administrator Brama answered in the affirmative and stated the City will <br /> also have access to reports of other municipalities. <br /> Mayor Strommen asked staff to notify the Council should it find that any of the Council's <br /> suggestion/comment diminish the ability for analysis. <br /> City Council Work Session/June 17, 2014 <br /> Page 4 of 7 <br />
