Because D14 asks "What is your race?"he suggested that Question <br /> D13 can be eliminated. <br /> Mayor Strommen asked if there were any concerns relating to these suggestions. <br /> None were expressed. <br /> Councilmember Kuzma echoed the suggestion to include an opportunity to offer comments after <br /> each question. <br /> Councilmember Johns concurred. She asked about the analysis of the survey data and if it <br /> includes a comparison with other municipalities. <br /> Mayor Strommen suggested staff address process after the Council has completed its discussion <br /> of survey questions. She stated the wording of Question 11 seems odd as the only answer is the <br /> City of Ramsey and suggested that Question 11 be reformatted. She also suggested including <br /> social media within Question 14. Mayor Strommen stated she does not agree with the wording <br /> of Question 17 that a dedicated funding source is required. Rather, a long-term and reliable <br /> funding source is required. <br /> Councilmember Riley agreed as it turns to a leading question. <br /> Mayor Strommen stated on the last question relating to bonding to fund five years of projects, <br /> revenue is needed to pay off those bonds so another source of revenue is still needed. Because of <br /> that, it is not the same type of question as it does not identify the source of funds. <br /> Councilmember Riley suggested adding another question to Question 5 to address maintenance <br /> of City Parks. He stated he supports customization of the other questions. <br /> Councilmember Backous stated Mayor Strommen raised some good points relating to Question <br /> 17. He suggested eliminating Question 17 as it is a very complicated issue. Councilmember <br /> Backous pointed out that the City had paid $35,000 on a scientific survey that identified residents <br /> support franchise fees. However, that survey was ignored by the Council at that time because its <br /> members did not agree with the survey outcome. Councilmember Backous stated this decision <br /> will be made anyway, outside of what residents indicate, so he does not think including Question <br /> 17 does any justice. <br /> Mayor Strommen asked if a combination of sources should be included as another question. She <br /> agreed with Councilmember Backous that a prior survey was conducted and those findings were <br /> ignored. Mayor Strommen stated she hates to totally eliminate Question 17 as residents have <br /> raised the issue with her, residents do understand road projects need to be funded, and some <br /> residents do not support assessments. <br /> Councilmember Backous stated if the Council did not listen to a $35,000 survey solely dedicated <br /> to the road funding question, he would ask why include one question in this survey. <br /> City Council Work Session /June 17,2014 <br /> Page 3 of 7 <br />
