amount budgeted for 2014 is $3,000 and would come from the Miscellaneous Operating and <br />Supplies (Mayor and Council) budget. Staff recommends the Council review the list of events <br />and determine whether some should be omitted and/or added. Staff will then update the list for <br />the Council’s formal approval on the April 8, 2014, consent agenda. <br />Councilmember Kuzma stated the HRA currently supports the Ramsey Foundation and The <br />Draw concert series. If the HRA is dissolved, he would support adding the Ramsey Foundation <br />and The Draw concert series to the list of 2014 events. <br />City Administrator Ulrich explained that if the HRA is dissolved, it would not impact the budget <br />until 2015 but he agreed that the Ramsey Foundation would be a good one to add. <br />Councilmember Riley supported spending less each year and noted another important <br />consideration is use of staff as they are already “stretched” in their workload. He noted that City <br />business should always take precedence over community events and asked about the Mercy and <br />Unity Hospital golf events. <br />City Administrator Ulrich explained that the hospitals have relevance in this region so it is an <br />important event. <br />Councilmember Johns stated she supports the 2014 event list as drafted in the staff report subject <br />to efficient use of staff time and allowed budget. <br />Mayor Strommen stated an issue was transparency on the number of events the City participates <br />in and relevance for the City.She agreed with the need to assure there are adequate staff <br />resources and noted some events ebb and flow over the years. She asked staff to determine <br />whether or not the events are fruitful and if not, those events should not be included on next <br />year’s list. <br />The consensus of the Council was to support the 2014 events as presented and listed in the staff <br />report. <br />2.02: Dissolution of Housing and Redevelopment Authority (HRA) <br />City Administrator Ulrich distributed charts depicting the EDA and HRA levy from when first <br />initiated, noting that unlike the EDA levy, the HRA levy is separate and not included in the <br />City’s tax capacity rate. He explained the EDA can have separate levy authority if granted by <br />the City Council. <br />Councilmember Riley stated in the past, the EDA was given HRA powers so the EDA was really <br />functioning as both and then alternated periodically in how it financed its activities. Then, in <br />2005, the City Council separated the two entities and double taxing occurred. Councilmember <br />Riley asked why the HRA powers cannot go to the EDA with the Council approving whatever <br />they do. <br />Mayor Strommen asked if he was suggesting going back to the time the EDA functioned as both. <br />City Council Work Session / March 25, 2014 <br />Page 2 of 7 <br /> <br />
