CASE #1: <br /> <br />REQUEST FOR A VARIANCE TO THE DENSITY AND MINIMUM LOT SIZE <br />RESTRICTION IN THE R-1 RESIDENTIAL DISTRICT OF THE CENTRAL RURAL <br />RESERVE AREA; CASE OF MICHAEL SCHELKOPF <br /> By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />Mr. Michael Schelkopf has resided at 7021 153rd Avenue N.W. for 25 years. He recently <br />encountered some health issues and would like to subdivide his parcel and build a one-level <br />retirement home for himself and his wife on the new lot created. The following items are <br />enclosed: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Proposed lot split <br />Proposed findings of fact <br />Proposed resolution to approve variance <br />Proposed resolution to deny variance <br /> <br />Notification: <br /> <br />In accordance with State Statute, City. Staff attempted to notify owners of property within 350 <br />feet of Mr. Schelkopf's property of the request for variance and public hearing. ~ <br /> <br />Observations: <br /> <br />Mr. Schelkopf's property is in the Central Rural Reserve Area for which there is a density <br />restriction of 4 units in 40 acres, which prorates down to 1 unit per 10 acres. In addition, the <br />minimum lot size in Mr. Schelkopf's area is 10 acres. <br /> <br />Mr. Schelkopf's parcel is 4.7 acres in size. Due to Mr. Schelkopf's health conditions, he finds it <br />necessary to make plans to convert to one-level living. He would like to build this new one-level <br />retirement home on his homestead in Ramsey and a lot split would be necessary to do so. Mr. <br />Schelkopf's parcel is 4.7 acres in size. He is requesting a variance to the 4 in 40 density <br />restriction and the 10 acre lot size requirement in order to split his property into two lots: 2.6 <br />acres and 2.1 acres. <br /> <br />The Comprehensive Plan states that a majority of the parcels in the Central Rural Reserve Area <br />range in size from 1 to 2.5 acres in size. There are approximately 115 lots in that portion of the <br />Central Rural Reserve Area east of Ramsey Blvd. N.W., where Mr. Schelkopfs parcel is located. <br />About 100 of these 115 lots are in the range of .3 to 1.5 acres in size, with the majority right <br />above or right below 1 acre. <br /> <br /> <br />
