Tom Lagoner, 7250 181st Avenue, Ramsey, asked if there is a design for this planl He also
questioned whom he would request permission from to use that driveway. He inquired who
would be responsible for maintenance of the driveway.

Chairperson Nixt explained there is no design required, though a building permit is required. He
suggested talking to the property owners for access to this driveway. He also explained that the
responsibility for maintenance would remain as it is now.

Bruce Bacon, Ramsey, stated he owns the property immediately to the west of this party. He
noted this is a topic near to his heart since he is the adjoining property owner. He mentioned it is
difficult to figure out how to gain access except through these easements. He questioned if the
Planning Commission would be interested in figuring out how to improve access to a landlocked
parcel.

Chairperson Nixt clarified the issue at hand is not regarding an' easement but is a variance request
for a minimum lot width. He stated the Planning Commission would give Mr. Bacon the same
consideration as the case at hand.

Board Member Kociscak asked if there are any long-range plans to construct a through street to
those landlocked parcels.

Community Development Director Frolik explained that until the property owners subdivide, a
through street is not required.

Chairperson Nixt pointed out that as more easements are considered, it becomes a safety issue.
He suggested that one additional consideration is to grant a multiple access off' that one easement.

Motion by Board Member Kociscak, seconded by Board Member Reeve, to close the public
hearing.

Motion carried. Voting Yes: Chairperson Nixt, Board Members Kociscak, Reeve, and Watson.
Voting No: None. Absent: Board Members Johnson and Sweet.

The public hearing closed at 7:18 p.m.

Board Business

Chairperson Nixt called the Board of Adjustment meeting back to order at 7:18 p.m.

Motion by Chairperson Nixt, seconded by Board Member Kociscak, to adopt Resolution #01-09-
321 adopting Findings of Fact #0572 with variables favorable to the applicant, relating to Kelly
Hemp's request for a variance from the street frontage or lot width requirement.

Board of Adjustment/September 10, 2001
