The applicant <br />is requesting a 10-foot variance to have the townhouse units setback 25 feet from the public <br />right-of-way. The current codes are outdated. As part of the Chapter 9 rewrite, the front yard <br />setback for townhouse units along public streets will be 25 feet from the edge of the right-of- <br />way. This will ensure a 25-foot driveway and will give a land owner the potential to reach the <br />density prescribed for the land. Additionally, the shape of the parcel and location of wetlands <br />have dictated that more of the development be served by public streets than would normally be <br />expected. Since more public right-of-way is needed, adhering to the required setbacks <br />significantly impacts the amount of units that can be located on the parcel given the current <br />requirements for setbacks, which is counter to the medium density land use designation of the <br />parcel. City Staff recommends approval of the variance. <br /> <br />Citizen Input <br /> <br />Steve Miller, 5490 155'~ Lane, asked if the change in setback is approved, would it be to allow <br />for more dense concentration of the townhomes. <br /> <br />Chairperson Nixt explained the requested setback is to allow the applicant to develop within the <br />limitations of the zoning district. He added it does allow for more dense concentration, though it <br />doesn't allow them to exceed the limitations of the zoning district. <br /> <br />Board Member Johnson added that the developer's proposal last month had more significant <br />variance requests. <br /> <br />Steve Sis, 5800 157th Lane, asked if the streets were public or private. <br /> <br />Principal Planner Trudgeon answered they will be a combination of public and private. <br /> <br />Mr. Sis inquired what the difference is between high and medium density. <br /> <br />Principal Planner Trudgeon explained the limit for medium is 7 units per acre, and the limit for <br />high density is 15 units per acre. <br /> <br />Jan Pomeroy, 5430 155th Lane, inquired how many units will be going in. She also expressed <br />concern that the wetlands will be abolished. <br /> <br />Principal Planner Trudgeon answered 110 units will be going in. He explained the wetlands will <br />not be filled. <br /> <br />Ms. Pomeroy commented if townhomes will be added to four comers, the City must be proactive <br />about many factors, one being traffic.
