Presentation <br /> <br />Principal Planner Trudgeon stated Eighty-Seven LLC is proposing to subdivide land on the <br />southwest corner of State Hwy. 47 and Alpine Dr. into 42 townhome units. The proposed plat of <br />Alpine Meadows is proposing to have a temporary cul-de-sac approximately 850 feet in length. <br />City Ordinances limit the length of a cul-de-sac to 600 feet. City Ordinances also require that the <br />arrangement of streets in new subdivisions shall make provisions for the continuation of existing <br />and future streets into adjoining areas. As part of the plat, the applicant is showing the public <br />right-of-way extending to the southern boundary. City staff strongly desires to have the right-of- <br />way extend to the south property line in order to accommodate future extension and connections <br />to streets to the south. While there is no guarantee when the land to the south may be <br />redeveloped, the City should be prepared for the possibility if and when it occurs. He noted the <br />Planning Commission has previously reviewed the options regarding future access to properties <br />to the south and has determined that providing a constructed road to the south edge of the <br />property strongly supports City goals. In addition, staff feels that the property cannot meet the <br />intent of City Ordinances that require roads constructed in new subdivisions be built to connect <br />to future streets on adjoining parcels without exceeding the 600-foot cul-de-sac limit due to its <br />unique shape and location. City Staff recommends approval of the variance request. <br /> <br />Citizen Input <br /> <br />Steve Miller, 5490 155thLane, questioned where the bike path is for the kids going to school. <br /> <br />Principal City Engineer Olson stated there is a trail existing along the north boundary of the <br />property. There was also be 2 pedestrian ramps going east and west at the new intersection of <br />Fluorine and Alpine. Also, a trail will be installed along the north side of Alpine Drive. <br /> <br />Marilee Miller, 5490 155th Lane, said she doesn't understand all the variances. Medium density <br />has been rezoned, and the request is for more variances to that density. She is not happy that <br />medium density is going in. She stated this situation is confusing and upsetting for the residents, <br />and the emotions run high. <br /> <br />Board Member Johnson said this is a good example for variance issues. He explained this has <br />been in front of the Board of Adjustment and Planning Commission three prior times. The last <br />proposal from the developer included a public road for 600 feet and a private road from the end <br />of the public road to the south boundary of the property. Plows would have to stop at the end of <br />the public road and leaving the last 250 feet to be cleared another way. This new proposal does <br />not change the road configuration, but now has a public road the whole way. The snowplows <br />can now completely clear the road. <br /> <br />Board Member Brauer explained his no votes thus far. He said the reason the rest of the Board <br />Members have been voting for the 25-foot setback is that is the setback proposed for the new <br />Ordinance. This has gone through a series of decisions since February, and he has not been <br />comfortable with the 25-foot setback.
