1.6 feet of green space area along Sunfish Lake Boulevard. The proposed green space area is <br />serving as the minimum buffer needed to meet bicycle design standards and does not meet the <br />intention of City Code to provide a landscape area adjacent to all public streets. <br /> <br />Chairperson Nixt stated the reason this is problematic from his standpoint is the fact that the <br />Applicant appears to be trying to squeeze too many uses on the property. Chairperson Nixt <br />inquired as to what might be so limiting about the property that the plan could not be <br />reconfigured to meet the landscaping requirements. <br /> <br />Mr. Jack Ovick, architect for the project, stated the plan is the sixth of a series to try and put <br />everything onto the property. He stated there has to be a certain amount of projected income to <br />pay for the property. In order to meet the developer's requirements that they match the <br />architectural standards of the strip mall, the number of pumps had to be maximized, the <br />convenience store and fast food had to be maximum, and a high tech car wash had to be utilized. <br />In the car wash, they had to find a place for the vacuum. Since it was in the spot where food <br />would be picked up, it was moved to a less used area on the property. He stated the building <br />itself was a function of the angle of Sunfish Boulevard and Highway 10, and in showing the plan, <br />this was worse than a trapezoid. He stated they were trying to compliment and get the most <br />maneuvering space so people could come in and out comfortably. He stated the City Engineer <br />was concerned with where the cars are coming in and out of the wash and fast food. Mr. Ovick <br />stated there is a revision to the existing curbing and landscape area so that it would be possible to <br />let the cars come out and continue. He showed a map of the area and distributed a copy to the <br />Board Members. He stated they elongated the curb separating the car wash exit and would keep <br />a lane open for people coming out of the shopping center. <br /> <br />Board Member Kociscak asked how much green space was proposed. <br /> <br />Mr. Ovick stated it would be the 1.6 feet of separation required between trails and street curbs <br />established by State specifications. <br /> <br />Board Member Johnson stated it appears that the variance is driven by the nature of what they are <br />trying to put into this site. He stated the Board needs to look for something that makes this <br />property unique and deserving of a variance. This variance is driven by economic <br />considerations. <br /> <br />Mr. Ovick stated it is a unique piece of property since it is long and slender at the top and widens <br />out at the bottom. He stated he does not know if another developer would pay the same amount <br />of money and put a smaller building on this site. <br /> <br />Board Member Johnson stated a developer developed this parcel and left it at this size and we <br />have to assume he knew he was creating a problem leaving it this size. <br /> <br />Mr. Marty Fisher, Sunfish LLC, stated they did sit before the Board a year and a half ago and <br />showed a plan of the parcel with a slightly different layout than exists today.
