Record of Decision — Riverstone Addition Environmental Assessment Worksheet <br />Cover Types. The project will convert approximately 85.48 acres of annually -tilled cropland <br />and small areas of trees to streets, homes, lawns, landscaping, and stormwater features. The <br />project will include about 20.60 acres of open space, including 9.5 acres of stormwater basins. <br />Shorelands. The project area includes 4.4 acres of shoreland. The project design is consistent <br />with residential densities allowed under Minnesota shoreland rules and PUD shoreland <br />evaluation methods when the density increase multiplier is applied. <br />Floodplains. The proposed project will not affect the floodplains of Lake Itasca or the <br />Mississippi River. Proposed homes will have lowest floor elevations at least 2 feet above the <br />100-year flood elevation, or 1 foot above the emergency overflow, whichever is greater. <br />Land Use. The proposed project is compatible with surrounding land uses and the proposed <br />land use and zoning. The project will require a Comprehensive Plan Amendment to guide the <br />site for LDR-Low Density Residential, which is intended for an average density of 4 units/acre. <br />Geology and Soils. Residential development grading is expected to affect about 87 acres of land <br />and involve movement of about 475,000 cubic yards of soil to construct streets, residential <br />building pads, and stormwater features. <br />Water Quality. Compliance with multiple stormwater requirements will minimize and mitigate <br />potential adverse effects on receiving waters. Project construction will add about 14.5 acres of <br />impervious surface to the site, consisting of streets, homes, and driveways. Stormwater rate and <br />volume controls will limit increases in runoff volume and associated pollutant transport. <br />Stormwater ponds and infiltration basins are expected to mitigate potential adverse effects on <br />water quality. <br />Wetlands and Surface Waters. The project has been designed to avoid and minimize effects on <br />wetlands to the extent practicable. Construction of a bituminous trail and an emergency <br />overflow from Wetland 2 will require placement of fill in 2,039 square feet of Type 1 seasonally - <br />flooded, farmed wetland. The proposed wetland impact is covered under the Minnesota Wetland <br />Conservation Act 2,500-square-foot de minimis exemption threshold that applies to wetlands in <br />the project area. Representatives from the U.S. Army Corps of Engineers reviewed the wetlands <br />in the field on April 21, 2017, and stated that wetlands on the site are isolated from navigable <br />waters and are not regulated under Section 404 of the Federal Clean Water Act. <br />Wastewater. The project is expected to produce normal domestic wastewater that will be <br />typical of residential developments. The proposed project does not raise wastewater conveyance <br />or treatment capacity concerns. <br />Hazardous Materials. The project area has been used as cropland since at least the 1930s. The <br />site is not known to include environmental hazards. The agricultural land use history suggests <br />low potential for environmental contamination. <br />10. Ecological Resources. Project development will convert about 85.5 acres of cropland and 0.9 <br />acres of trees to residential land uses. The project may affect the number and type of wildlife <br />species in the area, but changes in wildlife abundance are not expected to be regionally <br />significant. <br />6 <br />
