Extent to Which Environmental Effects can be Anticipated and Controlled <br />Minnesota Rules 4410.1700 Subp. 7 (D) indicates the final factor the City must consider is the "extent to <br />which environmental effects can be anticipated and controlled as a result of other environmental studies <br />undertaken by public agencies or the project proposer, including other EISs." The City's findings are set <br />forth below. <br />1. The proposed project design, plans, EAW, related studies, and mitigation measures apply <br />knowledge, approaches, standards, and best management practices gained from previous <br />experience and projects that have, in general, successfully mitigated potential offsite <br />environmental effects. <br />8 <br />
