Observations: <br />The proposed project schedule is as follows: <br />• July 25th — Council accepts bids and awards contract <br />• August 7th — Begin construction <br />• August 30th — Complete construction <br />Striping improvements on Sunwood Drive, east of Rhinestone Street and west of Zeolite Street, are proposed to be <br />completed as part of the 2017 Crackseal and Sealcoat Improvements project. That work will be complete before <br />September so all striping improvements on Sunwood Drive between Armstrong Boulevard and Ramsey Boulevard <br />will be complete before any Happy Days events begin. <br />Alternatives: <br />Alternative # 1 — Motion to adopt Resolution # 17-07-181 accepting Bids and awarding Contract for Improvement <br />Project #17-04, Sunwood Drive Striping Improvements. <br />Alternative #2 — Motion to deny adoption of Resolution # 17-07-181 at this time. <br />Funding Source: <br />The engineer's estimate for construction costs is $16,842.10. Total project costs, including 23% indirect costs, is <br />$20,715.78. <br />Funding for the proposed improvements is proposed through the Public Improvement Revolving Fund, which has a <br />fund balance of approximately $4,000,000. <br />On June 27, 2017, the City Council approved plans and specifications and authorized advertising for bids. Bids <br />were advertised on June 30 and July 7, 2017. On July 21, 2017, three (3) sealed bids were received and were <br />publicly opened and read aloud. The bids were checked for errors and omissions, and were tabulated. All bids were <br />found to comply with the advertisement for bids, and no adjustments were required. A summary of the bids is <br />included below and in the attached resolution. <br />CONTRACTOR TOTAL BID <br />AAA Striping $11,836.25 <br />Century Fence $20,160.95 <br />Warning Lites $41,160.33 <br />Engineer's Estimate $17,131.30 <br />The bid of AAA Striping of St. Michael, Minnesota, in the amount of $17,131.30 for the total bid for construction <br />of said improvements in accordance with the approved plans and specifications and advertisement for bids, is the <br />lowest responsible bidder. Their bid is $5,295.05, or 31%, less than the engineer's estimate. <br />Following award of contract, staff will issue a Notice of Award to AAA Striping to initiate execution of a contract <br />and issuance of the required bonds and insurance. The City Attorney will verify that the contract, bonds, and <br />insurance are in proper legal form prior to execution of the contract. Once a contract is executed, staff will issue a <br />Notice to Proceed and construction may then begin. <br />A preconstruction meeting will also be conducted before construction begins. Staff will then update the City's <br />website to inform the public about the proposed improvements, and to relay other project information based on the <br />Contractors input at the preconstruction meeting. <br />Recommendation: <br />Action: <br />
