Meeting Date: 07/11/2017 By: Bruce Westby, Engineering/Public Works Information Title Adopt Resolution # 17-07-167 Authorizing Execution of Cooperative Construction Agreement # 1002020 for Improvement Project # 16-20, Riverdale Drive Extension - Traprock Street to Ramsey Boulevard Purpose/Background: Purpose: The purpose of this case is to adopt Resolution #17-07-167 authorizing execution of Cooperative Construction Agreement #1002020 for Improvement Project #16-20, Riverdale Drive Extension - Traprock Street to Ramsey Boulevard, as requested by the Minnesota Department of Transportation (MnDOT). Background: Cooperative Construction Agreement #1002020 is an agreement between the City of Ramsey and the State of Minnesota that will allow the State to provide payment to the City of Ramsey for the State's share of the costs for extending Riverdale Drive from 300 feet west of Traprock Street to 200 feet east of Ramsey Boulevard, and for closing all access TH 10 at Traprock Street. After the City adopts Resolution # 17-07-167 and signs the draft agreements provided by MnDOT, the draft agreements and a copy of the resolution will be submitted to MnDOT for execution. One executed copy of the agreement will be returned to the City. Attached to this case are copies of the supporting resolution, agreement, and transmittal letter. Notification: Notifications are not required for this case. Observations/Alternatives: Observations: The attached agreement must be executed before a Contract for construction can be awarded by the City. MnDOT therefore requests that the City adopt Resolution #17-07-167, then sign and return the draft agreements with a copy of the adopted resolution for execution as soon as possible. On July 25, 2017, Staff anticipates requesting Council to accept bids and award a Contract for construction of Improvement Project #16-20. Construction could then begin in early to mid -August, allowing substantial project completion by mid -October. Alternatives: Alternative # 1 — Motion to adopt Resolution # 17-07-167 authorizing execution of Cooperative Construction Agreement #1002020 for Improvement Project #16-20, Riverdale Drive Extension - Traprock Street to Ramsey Boulevard. Alternative #2 — Motion denying adoption of Resolution #17-07-167 at this time. Funding Source:
