There are several market forces that make this goal challenging. There are areas guided for <br />retail growth, and the City employs financial tools to attract these businesses. However, expectations from <br />our community have fallen short. The City desires to study retail market strategies for two (2) types of <br />market: <br />1. Traditional Large Format/Big Box Retail <br />2. Smaller, Destination/Boutique Retail <br />Policy Analysis <br />• What types of retailers are likely to be attracted to Ramsey? <br />• What marketing approaches could the City consider? <br />• What tools should the community employ that will attract retailers and other destinations to the <br />community, and provide a sustainable business model? <br />Implementation Plan and Action Steps <br />The deliverables from this Project will influence our Comprehensive Plan/Future Land Use Map. Our <br />community continues to express a desire for more retail offerings. This desire needs to be balanced with <br />market realities. The findings of this research will also have impacts to the Master Plan for The COR, our <br />nearly 400 acre mixed -use, transit -oriented development. <br />Sustainability and Resiliency Impacts <br />• Economic Development. Safe and thriving business districts integrated with a clean environment <br />play a key role in our plans for resiliency. Not only do business district play a key role in the tax <br />base that provide resources for resource protection, it's also part of an integrated planning effort <br />that creates a connected community. Our goal is to connect housing and jobs, which has a variety <br />of positive environmental impacts. <br />It is our mission to work together to responsibly grow our community, and to provide quality, cost-effective and efficient government services. <br />
