He stated with 60
acres it seems crazy this request is even before them.

Chairperson Nixt commented what makes it difficult is even though this is zoned agricultural it is
in the transitioning development area, so the Planning Commission needs to look at them and
make sure it will blend into the area as it develops.

Motion carried. She stated at Mr. Raudio's request, Staff did some
research as to when the property was actually rezoned from commercial to medium density
residential. She indicated the last time there was official action on the property was in 1993
when a portion of River's Bend 3~a Addition was rezoned from commercial to single family
residential, but this parcel remained zoned as commercial. She advised Staff found a zoning map
from 1998 in which the property was shown as medium density residential. She indicated it is
Staff's belief that somewhere along the line an error occurred and the subject parcel was colored
as medium density residential on the City's zoning map. She stated it would have been difficult
to recognize the error as the two vacant parcels north of Mr. Raudio's parcel are also zoned
medium density residential.

Community Development Director Frolik stated even though it appears that the parcel's current
designation started as a technical error on the zoning map, it was shown as Medium Density

Planning Commission/September 2, 2004
