James R. Korin, CPA, ABV
DLt'ect: 763.971.48'10
jkorin~clco.com

October 15, 2004

Ms. Beth Neuendorf
MN / DO r AREA ENGINEER
!500 West Count7, Road B2
Roseville, MN 55113

Mr. Steve Jankowsld
CITT ENGINEER
i 5153 Nowthen Boulevard NW
Ramsey, MN 55303

Dear Beth and Steve,

I attended the Thursday, September 23, 2004 open house to discuss the Highway 10 intersection closings. I am
representing various companies along a st_retch of Highway 10, .north of Thurston Avenue. I have requested
and received £ollow-up dam from MN/DOT and have shared tlzis information with those property owners,
whici-., include Pro Sporting Goods, Anc'hors Away, Ramsey Quick Lube, The NAU Compames, and others.
Through me, the landowners woul. d like to make d~e following points with regard to these items and the follow-
up data:

i.

__ '" ,' the cl~,e,,,-e ,-~o ~ re!amng to t,-~,ffi,- ~.c~.~d,.n,. seems that the
........... ~ .........d on ........... p .......
crossings being closed ~epzesent the l~ghest accident counts along the s=etch. T14s is the logical
.conclusion when one looks a~ d~e maps d~at were produced. However, if a~ a'affic u~zed one
crossing and no ~'affic used another, fl~s data would obviously be flawed. In fact, after reviewing
informa~on on the con~oHed intersections, si~ficanfly more accidents occurred at each of the
rema~g con~oHed mtersecnons than any of the highway crossings you are proposing to close. Wl~e
we are s~ wai~g for 2002 reformation on Thurston Avenue, I have attached the data ava~able to
Ext~bit One of das analysis. Anyone reviewing tl~s data would have to conclude that the accident
counts as fl means of detern~g the appropriate closures is flawed.

It is the belief of Pro Sporting Goods and Anchors Away that closing the Feldspar: crossing would, in
effect, loe a way of condem~m~g theh: 10usmess and proper~es. If tMs crossing were e~ated,
customers =aveEng from the north would have a yeU, difficult, if not m~possible, mae of accessing
the= 1ousiness. F'urdxen~ore, supp~ers of Pro Spor6ng Goods that dave eighteen wheel selm ~rucks
coming from d~e nord= would have to, make a U-mm a~ tl~e con'trolled mtersecnon on Sunfish Lake
Boulev:~rd. This would be nnpossil01e and unsafe under the proposals ?ou have laid ou~. We are m
