PC CASE # Z

CONSIDERATION OF RESOLUTION CLOSING CITY HALL FOR HOLIDAYS

By: Givonna Reed, Human Resources Manager

Background:

Christmas Eve (December 24th) and Christmas Day (December 25~h) are paid holidays for
City of Ramsey employees. During negotiations for the 2004-2005 labor agreement
between the City of Ramsey and AFSCME it was determined that the Christmas holiday
would be taken on the following Monday, December 27, 2004 because this year
Christmas will fall on a Saturday.

Sta IT is requesting that non-union employees also be granted a paid holiday on Monday,
December 27, 2004 which would require that the City Council to close City Hall.
Ultimately, City Hall would be closed December 24th (Friday) and December 27th
(Monday) for Christmas Eve and Christmas, respectively.

In addition, New Year's Day 2005 is a paid holiday for City of Ramsey employees which
falls on a Saturday this year. According to language in the labor agreement between the
City and AFSCME, when New Year's Day ".,.falls on a Saturday, the preceding Friday
is considered the paid holiday." As AFSCME employees will be taking their paid
holiday on Friday, December 31, 2004 staff is requesting that non-union employees also
be granted a paid holiday on Friday, December 31, 2004. This will require that the City
Council close City Hall on Friday, December 31, 2004.

Stall Recommendation:

Close City Hall Friday, December 24, 2004 and Monday, December 27, 2004 for the
Christmas Eve and Christmas holidays.

Close City Hall Friday, December 31, 2004 for the New Year's Day 2005 holiday.

Cmnmittee Action:
Based on the discussion.

Reviewed by:
Assistant City Administrator

PC: 11-23-04

G \Adminis~alitnl\l lum:ml{csourccs\l 1-23-04 Reso closing city hall for holidays.doc
