CASE # CONSIDER PROPOSED ORDINANCE TO ESTABLISH AN ENVIRONMENTAL QUALITY BOARD By: Community Development Director Sylvia Frolik Background: At the October 19, 2004, City Council work session, there was a discussion led by Councilmember Strommen to transition the Environmental Policy Task Force into a permanent advisory board to the City Council. The Task Force has been in place for a couple of years, working on tree preservation and wetland issues. The Task Force has identified a continuing purpose: review, consider, initiate and recommend to the City Council such policies, plans or projects which will enhance and preserve the natural environment of the City. Observations: Following a discussion at the October 19, 2004 Council work session, City Staff was directed to draft an ordinance to amend City Code to establish an Environmental Quality Board that would act as an advisory group to City Council on environmental issues. That ordinance has been drafted and is included in this case for information. Recommendation: City Staff recommends that the Personnel Committee forward the enclosed ordinance to City Council for introduction and adoption. At the time of final adoption of the ordinance, City Staff will also submit a proposal for review and approval that will establish the operating procedures of the Board in accordance with the basic ground rules established in Chapter 2 for Boards and Commissions.
