CASE # <br /> <br /> CONSIDER PROPOSED ORDINANCE TO <br />ESTABLISH AN ENVIRONMENTAL QUALITY BOARD <br />By: Community Development Director Sylvia Frolik <br /> <br />Background: <br /> <br />At the October 19, 2004, City Council work session, there was a discussion led by <br />Councilmember Strommen to transition the Environmental Policy Task Force into a permanent <br />advisory board to the City Council. The Task Force has been in place for a couple of years, <br />working on tree preservation and wetland issues. The Task Force has identified a continuing <br />purpose: review, consider, initiate and recommend to the City Council such policies, plans or <br />projects which will enhance and preserve the natural environment of the City. <br /> <br />Observations: <br /> <br />Following a discussion at the October 19, 2004 Council work session, City Staff was directed to <br />draft an ordinance to amend City Code to establish an Environmental Quality Board that would <br />act as an advisory group to City Council on environmental issues. That ordinance has been <br />drafted and is included in this case for information. <br /> <br />Recommendation: <br /> <br />City Staff recommends that the Personnel Committee forward the enclosed ordinance to City <br />Council for introduction and adoption. At the time of final adoption of the ordinance, City Staff <br />will also submit a proposal for review and approval that will establish the operating procedures <br />of the Board in accordance with the basic ground rules established in Chapter 2 for Boards and <br />Commissions. <br /> <br />Committee Action: <br /> <br />Motion by and seconded by to recommend that City Council adopt the <br />proposed ordinance to amend City Code to establish an Environmental Quality Board. <br /> <br />Council Action: <br /> <br />Motion by Councilmember and seconded by Councilmember to introduce <br />the proposed ordinance to amend Chapter 2 (Boards and Commissions) of City Code to establish <br />an Environmental Quality Board. <br /> <br />Review Checklist: <br />Human Resources Mgr. <br /> <br />PC: 11/23/04 <br /> <br /> <br />
