Trunk Highway '10 Access Management <br />Request for Proposals <br />The City of Ramsay <br /> <br />PROJECT OVERVIEW <br /> <br />The City of Ramsey is seeking Requests for Proposals (RFP) from qualified consulting <br />firms having experience in developing conceptual layouts and preliminary designs for <br />access management improvements along major transportation corridors. The City, in <br />partnership with Anoka County, intends to select and contract with a qualified firm to <br />develop preliminary design and conceptual layouts for improvements along Trunk <br />Highway 10 (TH10) in Ramsey at three major intersections including Sunfish Lake <br />Boulevard, Ramsay Boulevard and Armstrong Boulevard, with particular attention to the <br />intersection at Ramsay Boulevard. <br /> <br />Addressing safety and access management issues along TH10 in the City of Ramsey <br />was identified as a priority in the application submitted for FY04 federal transportation <br />appropriations funds. The City of Ramsay has been awarded $200,000 to begin <br />addressing these concerns. The City of Ramsey and Anoka County are contributing the <br />local match for the funds bringing the total amount available to $250,000. <br /> <br />There are a number of issues to consider as the City begins planning for the <br />construction of interchanges along TH10 - primarily the decision as to where future <br />interchanges should be located. A portion of right-of-way along TH10 has been officially <br />mapped under the assumption that future transportation improvements to TH10 will be <br />realigned north of the existing roadway. Given the fact that these improvements may <br />not happen for several years, it is important to develop a strategy that considers both <br />the existing and future alignment, and use funds associated with this work in the most <br />responsible way. <br /> <br />This initial phase of planning requires two major elements including design layouts for <br />needed improvements and community outreach to develop concepts for consideration <br />by the City, Anoka County and Mn/DOT. Access management is one of the primary <br />safety concerns along TH10 and the number of existing access points to local residents <br />and businesses along THIO is significantly higher than acceptable standards. Involving <br />the public and providing information relative to the need for improvements and what <br />they might look like can provide an understanding that will lead to a greater consensus <br />on how to proceed. Ultimately, these planning activities will shape future improvements <br />not only at major intersections along TH10, but the future transportation improvements <br />along the corridor. <br /> <br /> <br />
