SCOPE OF SERVICES / DELIVERIES <br /> <br />Proposals must describe how the consultant will perform and manage each of the <br />following tasks. <br /> <br />Project coordination and facilitation activities <br /> <br />A. Coordinate and facilitate communication among planning agencies <br /> including the City of Ramsey, Anoka County, Mn/DOT and other <br /> stakeholders in an effort to develop consensus on overall course of action. <br />B. Facilitate coordination with Anoka County as it relates to needed <br /> improvements at County managed roadways. <br />C. Demonstrate familiarity and understanding of goals, short- and long-term <br /> transportation improvement plans, land use controls and other planning <br /> activities completed to date relative to TH10 transportation and land use <br /> strategies. <br />D. Schedule, coordinate and facilitate meetings among various planning <br /> agencies as necessary. Maintain accurate record of discussions, etc. <br /> <br />Deliverables: A detailed project coordination/facilitation work plan. <br /> <br />2. Technical expertise <br /> <br />A. Develop access alternative concepts at 3 major intersections along TH10 <br /> at Sunfish Lake Boulevard, Ramsey Boulevard, and Armstrong Boulevard. <br /> Include impact of future Northwest River Crossing and need to a <br /> connection to TH10. <br />B. Evaluate access concepts to select preferred access locations. <br />C. Develop interchange concepts at preferred access locations. <br />D. Evaluate interchange concepts to select the preferred concept at each <br /> location. <br /> · Perform an environmental scan in order to identify which concept <br /> has the potential for the least amount of environmental and social <br /> impacts to the area. <br /> · Using traffic information from the TH 10 Corridor Management <br /> Plan, assess traffic impact of alternatives. <br />E. Develop concept layout of the preferred concept to be used for official <br /> mapping. <br /> <br />Deliverables: Technical memorandum documenting the process, maps and <br />layouts of alternatives and preferred alternatives. <br /> <br />3. Community outreach <br /> <br />A. Develop community outreach strategy designed to gain input and provide <br /> information to property owners along the corridor. <br /> <br /> <br />
