March 8, 2004 <br /> <br />Frank Pafko <br />North Metro Area Manager <br />Mn/DOT- Metro Division <br />1500 West County Road B2 <br />Roseville, MN 55113 <br /> <br />Dear Mr. Pafko: <br /> <br />The City of Ramsay, Anoka County, the Metropolitan Council and Mn/DOT have been <br />working together on projects and plans related to improvements in the TH10 corridor. <br />These relationships have proven extremely valuable in allowing us to collaboratively <br />plan and implement projects that can move us closer to the State's long-term vision for <br />the corridor. Your office has been instrumental in assisting us to move progress <br />forward, most recently with the development of the official map. I would like to take this <br />opportunity to thank you for your support and contributions. <br /> <br />As you are aware, the City has been successful in securing federal funds to begin <br />addressing access management issues along TH10 in the City of Ramsay as a result of <br />efforts from Congressman Mark Kennedy and support from Senator Norm Coleman. <br />We will receive $200,000 from the FY'04 USDOT Appropriations to begin working on <br />these issues. This letter serves as our request for your consideration in assisting the <br />City of Ramsay in providing the local match for these funds. The total local match <br />required is 20 percent, or $50,000, of which we have requested Anoka County's <br />financial participation as well. <br /> <br />Recognizing that the City of Ramsay requested these federal dollars, we would <br />appreciate a contribution of any amount. The fact that we have now established this <br />portion of TH10 as a federal project will lead us to future opportunities for funding that <br />would otherwise not have been available to the state. <br /> <br />We will be entering into a joint powers agreement with Mn/DOT to allow us to access <br />the funds and have invited Anoka County to be a part of that agreement. The City will <br />be the lead administrator for the funds and responsible for hiring and managing the <br />consultants to complete the work. <br /> <br /> <br />
