March 8, 2004 <br /> <br />Doug Fischer <br />Anoka County Engineer <br />Anoka County Highway Department <br />1440 Bunker Lake Boulevard NW <br />Andover, MN 55303 <br /> <br />Dear Mr. Fischer: <br /> <br />Anoka County and the City of Ramsey have been working together along with the <br />Metropolitan Council and Mn/DOT on projects and plans related to improvements in the <br />TH10 corridor. These relationships have proven extremely valuable in allowing us to <br />collaboratively plan and implement projects that can move us closer to the long-term <br />vision for the corridor. <br /> <br />As part of recent work, Anoka County participated in and contributed to a portion of the <br />cost for the Ramsey Trunk Highway 10 Corridor Alternative Urban Areawide Review <br />that was completed and adopted late last year. The County's participation and financial <br />support is appreciated and we would like to continue our partnership on future projects. <br /> <br />The City has been successful in securing federal funds to begin addressing access <br />management issues along TH10 in the City of Ramsey as a result of efforts from <br />Congressman Mark Kennedy and support frOm Senator Norm Coleman. We will <br />receive $200,000 from the FY'04 USDOT Appropriations to begin working on these <br />issues. This letter serves as our request for your consideration in working with us on <br />this project and to inquire about your ability to assist the City of Ramsey in providing the <br />local match for these funds. The total local match required is 20 percent, or $50,000, of <br />which we will also be requesting participation from Mn/DOT; however early indications <br />would suggest that few if any funds are currently available from the state. <br /> <br />We will be entering into a joint powers agreement with Mn/DOT to allow us to access <br />the funds and would invite Anoka County to be a part of that agreement. The City will <br />be the lead administrator for the funds and responsible for hiring and managing the <br />consultants to complete the work. <br /> <br /> <br />
