Assistant Community Development Director Trudgeon indicated this would be an advantage, as <br />it would be a larger area to look at. The larger the parcel the better it would be. <br /> <br />Mr. Engstrom noted the residence on the property on his south fence line is 25 years old now. <br />He questioned how many people would want to build next to a 25 or 30 year old house. If <br />utilities are not brought up at the same time, he questioned who will want to build a million <br />dollar borne next to a house that is older and only worth $250,000. This could be the situation if <br />they were to build five lots today and the rest years from now. It would be better, to develop an <br />area and be done with it. If services are not going to be brought in for 20 years there will be a <br />large problem with this scenario. He thinks there is a lot more to look at before they proceed <br />with this. They need to look at the future 10 to 20 years from now. He would welcome any of <br />the commissioners to look at his property in depth. He can see a lot of issues that will come up <br />that would not come up in just a small 5 or 10 acre development. His property is a unique <br />situation and there will be a lot of issues if it ever does get developed for streets and everything <br />else that will come in. They should do the planning to eliminate these late nights and headaches <br />down the road and try to get the maximum with the least problems. <br /> <br />Commissioner Watson inquired about a situation where an association might refuse to hook up to <br />sewer and water. <br /> <br />Assistant Community Development Director Trudgeon replied the City Charter is.still in effect. <br />The City cannot force a property owner to hook up to sewer and water if they have a functioning <br />system. <br /> <br />Commissioner Watson asked who determines if the septic system is functioning. <br /> <br />Assistant Community Development Director Trudgeon replied it would be standard to have the <br />system inspected by an inspector. There are usually private inspectors that fill out reports. <br /> <br />Engineer Linton advised there are state standards to follow in Chapter 7080. <br /> <br />Commissioner Van Scoy inquired about the maximum size of a septic system. <br /> <br />Assistant Community Development Director Trudgeon.replied it would depend on the number of <br />units. <br /> <br />Engineer Linton indicated Elk River has some clusters with over 80 homes on a community <br />septic system. <br /> <br />Commissioner Van Scoy asked if backup would be required for the septic system. <br /> <br />Assistant Community Development Director Trudgeon responded in the affirmative. <br /> <br />Mr. [ingstrom indicated he has a water hydrologist and geologist on his payroll, and would <br />suggest the City contact him. [n some areas there have been zones and drain fields, and there <br />would not necessarily be 50 homes on one system. The other question that should be addressed <br />concerns the water supply and there is a lot more to this than just a well in the ground.
