lnunicipal well is a possibility for a PUD. There could also be a community well for 50 homes, <br />or possibly 25 different wells that would have to be a certain distance fi'om septics. There is a lot <br />more to this than just a welt in the ground. He indicated he has looked at bringing water in from <br />Elk River and the cost would be $300,000 to have City water on his property. If he had a <br />drainage system he conld then have a PUD. There are optic~ns out there. <br /> <br />Eric Zaetsch, 6521 154~ Lane NW, stated regarding getting City water, there are Met Council <br />sewer hook ups~ and ultimately water and sewer will be run up the same street at the same time <br />with Met Council authority. He does not know if there is a way around that. The other point is <br />the design of sewer and water fhcilities. They are basically talking about community septic <br />tanks, and there are problems with that, such as what is done with the one person who dumps <br />bleach down their drain because it is clogged. He noted trailer camps have had problems with <br />their cdmmunity sewer issue. He asked if this would be slamming the door shut on a <br />development like Tiger Meadows. <br /> <br />Associate Plarmer Geisler replied the lots at Tiger Meadows are 2 ½ acre lots and this would not <br />permit 2 ½ acre lots. <br /> <br />Mr. Zaetsch questioned the requirements of Subd. 5. (g) and notice. He expressed concern that <br />there would be a lot of loose ends with this. He expressed concern that there would be <br />individuals signing that they received notice of a plan, they would pay their earnest money, and <br />they would not check it out like they should. He stated whatever notice is given to people should <br />be given full and thorough, so there are not any questions. <br /> <br />Chairperson Nixt explained the intent is to have a functioning cluster that can remain regardless <br />of future development: It is not intended to be a stopgap for 5 to 15 years. He noted most people <br />who acquire homes are not paying cash for the home, and lenders require homeowners to obtain <br />title insurance that shows all the encumbrances on the property. This would be recorded as a <br />restriction on the property. He does not think the notice is a concern. He commented Mr. <br />Zaetsch has raised good points about the size and function of a sewer system, and he is <br />concerned about the maintenance of the system in a community-environment. He explained <br />cluster development is not a new concept. The City is trying to come up with an option to <br />control the sprawl in this area and allow some development to occur today. He asked if Mr. <br />Zaetsch has ideas of a more viable option. <br /> <br />Mr. Zaetsch stated he would not foreclose development like Tiger Meadows. He thinks 2 ½ <br />acres is a good use of land. <br /> <br />Chairperson Nixt clarified that Mr. Zaetsch is opposed to this for a variety of reasons, and that <br />Mr. Zaetsch thinks 2 ~4 acres provides a good use of land. <br /> <br />Mr. Zaetsch stated he thinks communities should have a range of housing. He stated there are <br />people that are very worried about having to hook tip to sewer and water, and there are a lot of <br />worries. There should be a range of taste as to where people want to live, and he thinks to close <br />the door on a development like Tiger Meadows would be unwise. <br /> <br />Planning Commission/August 5, 2004 <br /> Page 32 of 40 <br /> <br /> <br />
