The site plan identifies 489 parking spaces. <br /> <br />Additional review and ?oss[ble revisions to the site pian may be warranted with respect to the <br />access way fi'om Sunwood Drive to the drive~up lane for the Pond Building. City Staffhas some <br />concerns that the east side of the route providing thc mos~ direct access from Sunwood Drive to <br />the genera[ parking lot and the drive-up window anticipates parking vehicles along a main traffic <br />lane. In addition, there a'e some concerns ~br traffk conflicts [n the parking lot where the drive, <br />up window will be located. <br /> <br />The Landscape Plan has been reviewed and meets or exceeds the Ckv:s requirements. Staff has <br />made some suggestions for diversity tn species and trees that are more tolerant of de-icing salt. <br /> <br />The site plan for the Pond Buildin~ generally conforms to the Town Center Development <br />Guidelines. There are no public parks identitied for this sub-district and small group sitting areas <br />and a mixture of plantings and pavement are encouraged. The west side of the building includes <br />an outdoor dining area that overlooks the landscaped pond. The selected architectural materials <br />include brick. EIFS, split ~2ce CMU integrally treated with color, and metal accents. Staff is <br />requesting a sample of the corrugated metal panel material noted on the building elevations. The <br />guidelines recommend that 35% of ground level street 1i'ont facades be glass openings. The <br />building does not front on a street but the amount of glazing on the north wall facing the parking <br />lot is 18%. Ti~e reduction in glazing is acceptable as restaurants are not the typical window <br />shopping experience the City is striving tbr with the retail buildings. The building material <br />calculations indicate ii, at 44% of the non-glazed area is brick and/or a comparable material. <br /> <br />Recom~nendation: <br /> <br />· City Staff recommends, preliminary site plan approval c6ntingent upon cOmpliance with the City <br /> Staff review letter dated November 23, 2004, <br /> <br />Commission Action: <br /> <br />Motion to recommend timt City Council approve the preliminary site plan for the Pond Building <br />in Ramsev 'Town Center 3~d Addition contingent upon the tbtlowing: a) compliance with City <br />Staff Review Letter dated November 23, 2{)04; b) obtaining a variance to the front yard setback <br />requirements: and c) obtaining a Conditional Use Permk for the drive-up feature. <br /> <br />Review Checklist: <br /> <br />Copies To: <br /> <br />Asst.
