CASE <br /> <br />DETERMINE PARK DEDICATION FOR HAVEN ESTATES <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />#3 <br /> <br />Background: <br /> <br />The proposed Haven Estates will consist of a minor subdivision of existing lots in the l~ox Ridge <br />Estates and Klemish Addition, west of State Highway g47, and directly north of 168th Lane N.W. <br />The enclosed May 3, 1994, Planning Commission case and its attachments <br />provide details important to the Commission's review of this subdivision of land. <br />As that case indicates, park dedication was not collected by the City, therefore, park dedication will <br />be due for those two lots in the Klemish Addition in relation to this minor subdivision. The only <br />significant development in this request for minor subdivision from that presented in the Planning <br />Commission's case was that the proposed southern boundary of the Sanderson homestead shown <br />as Lot I has been shifted to the south to allow for future re-subdivision possibilities for that lot. <br /> <br />in viewing the attached sketch plan and the City map you will note that the City has trail corridor in <br />place adjacent to State Highway #4? Dom Trott Brook, southerly to the lot immediately adjacent to <br />Highway #47 and north of 168th Lane N.W. It is this Staff members opinion that a bicyclist and <br />pedestrian route adjacent to Highway g47 should be one of the City's top priorities. Linking 168th <br />Lane N.W. to the existing trail corridor to the north will leave only the bank property and the rental <br />property to the north of the bank from completing a significant pordon of the trail link. <br /> <br />Much of the trail corridor to the north of Lot 4 is 50 foot in width. The Commission will note that <br />that 50 foot wide corridor at its southwesterly most point abuts 36 feet of Lot 4. Extending this <br />line directly south to 168th Lane N.W. would be an adequate minimum trail corridor width if the <br />preponderance of it were developable as bituminous trail. Of more critical trail development <br />concern is the significant cat tail marsh immediately north o£ Lot 4 extending for about 300 feet <br />within that 50 foot corridor from the northern limits of Lot 4. The developer should, therefore, be <br />required to insure that a route from the north of this wetland to 168th Lane N.W. is developable <br />(and permissible) by an 8 foot wide bituminous surface. The other issue related to this trail <br />corridor is the apparent break in the trail easement at the location of the drive access for what is <br />shown as Lot 1 in this minor subdivision (Sanderson Homestead). An easement should be ~anted <br />to the Cit'5' at this point if there is not one of record. <br /> <br />For the past two years, in conjunction with park dexiicafion, the City has been requiting developers <br />to plant one two inch tree, or equivalent thereof, for each new lot in the subdivision of an approved <br />species. Because park dedication has not been satisfied for what is shown Lots 3 and 4, the City <br />will require a tree of an approved species placed in the front yard of each lot. The City could waive <br />the requirement for these two trees if other landscaping is to be provided for the trail corridor. One <br />such option may be constructing a small open water pond between the trail corridor and Lot 4. <br /> <br />More information will be available at the meeting. <br /> <br /> <br />
