CASE g5

DETERMINE PARK DEDICATION FOR BUSINESS PARK 95, 7TH ADDITION
By: Mark Boos, Parks/Utilities Supervisor

Background:
The City of Ramsey is in the process of planning two additional lots in Business Park 95. Both
lots have businesses waiting to begin construction of their facility. The attached Planning
Commission case includes the site location map, proposed sketch plan, and staff review letter.
The Commission will note that the sketch plan shows Radium Street terminating half-way
between McKinley Street and County Road g116. This is due to the fact that the City isn't
certain whether Radium Street will continue on to intersect County Road gl 16 or traverse west
from the terminus shown to Unity Street. Also enclosed for your information are meeting
minutes from earlier (1996) Commission action.

Observations:
As you will recall, the Park and Recreation Commission reviewed the Business Park 95
subdivision for park dedication, originally in 1995, and determined there was no need for any
land dedication. The Commission, however, was in agreement that there is a need for a
transportation trail on the south side of County Road gl 16 to the City limits - where the City of
Anoka would construct a trail on the south side of County Road gl 16 to Trunk Highway #47.

Ramsey's trail, at a minimum, should go from Tungsten Street to the border. However, ideally it
should go west on the south side all the way to County Road g57; where there is a controlled
crossing. As indicated, past park dedication within Business Park 95 has consisted of cash
contributed to the Marble Recreation District. Past discussion at the Commission meetings has
resulted in the opinion that the construction of the above trail should occur when either that part
of Business Park 95, that is along County Road #116, is developed or when the City of Anoka's
trail along County Road #116 is in place. This strategy probably still makes sense as the road
right-of-way area in the north portion of Business Park 95 will need significant grading prior to
location of a trail there.

Commission Action:
Motion to recommend park dedication be satisfied by cash payment to the Marble Recreation
District.

Reviewed by:
Parks/Utilities Supervisor
Zoning Administrator
City Engineer

Copies also distributed to:
City Administrator
Finance Officer
Fire Chief/Director of Public Works

PR:03/12/98
