CASE <br /> <br />RECOMMEND PARK DEDICATION FOR THE DIAMONDS SUBDIVISION <br /> By: Mark Boos, Parks/Utilities Supervisor <br /> <br />Background: <br /> <br />At 7:30 p.m. on the same night of the Park and Recreation Commission meeting, the Planning <br />Commission will be receiving the sketch plan for the Diamonds Subdivision. That case is <br />attached (attachment A). The Planning Commission will also make a recommendation on the <br />site plan for the sports bar. This case is also attached (attachment B) and probably of the most <br />interest to the Commission. On Tuesday of this week, City Council granted the applicants an <br />exemption on the moratorium and it is expected that the project will move ahead. That case and <br />its findings are enclosed (attachment C) for your information. <br /> <br />Observations: <br /> <br />The Commission's Park and Trail plan shows no proposed park acquisitions relating to this 16.6 <br />acres. There should be an on-road "B" trail along Riverdale Drive when this road is constructed. <br />This trail, however, could likely be contained within the road right-of-way. <br /> <br />Staff is recommending park dedication consist of a cash payment. Staff has also forwarded the <br />site plan to Anoka County's Park Director for comment related to this business siting next to a <br />regional (passive) park. Mr. John Von Delinde concurs with City Staff that park dedication is <br />best served by a cash contribution. Written comment from him is expected for the meeting. <br />Possible concerns included minimizing light spill into the park, noise, height of poles, <br />maximizing natural screening along the border of the park and fencing to separate this use with <br />that of the park. <br /> <br />While the Commission's direct charge is recommending park dedication, the Commission may <br />want to comment on issues such as the above, or attend the Planning Commission meeting. <br /> <br />Commission Action: <br /> <br />Motion to recommend/not recommend park dedication consist of a cash payment to the Marble <br />Recreation District. <br /> <br />Reviewed by: <br /> <br />Copies also distributed to: <br /> <br />Parks/Utilities Supervisor <br />Zoning Administrator <br />City Engineer <br /> <br />Fire Chief/Director of Public Works <br />Planning Commission <br />Mr. Gary Gruber <br /> <br />PR:03/12/98 <br /> <br /> <br />
