Alpine Estates. However, $40,000 came from the Landfill Trust Fund Interest earnings in 1997,
and another $33,000 in 1998. Currently, $33,250 in park dedication, intended for Alpine Park,
remains in the park trust, and is included in the $460,655 figure above. In addition to the above
mentioned expenditure, park development dollars were also applied to the water trunk line and
contracted engineering costs. This leaves $108,812 available for phase completion.

Mr. Boos stated if the Commission forwards a final phase completion budget for approval at the
September 22 meeting, staff may begin the process of implementing the improvements.

Mr. Boos indicated the trail segment project that is critical, particularly the trail from Sunfish
Lake to the existing trail at baseball field #1. He stated if the undesignated funds'for these
projects cannot be raised, the funds for tree planting could be reduced.

Commissioner Ostrum asked if there will be a sliding hill.

Mr. Boos presented a map of the park area and pointed out the sliding hill.

Commissioner Ostrum asked when the hill will be usable.

Mr. Boos stated although it's not complete, the hill is usable now.

Mr. Norman noted there may be a liability problem with the sliders going over a pond.

Mr. Boos indicated when the improvements occur, there could be snow fences placed at intervals
to slow down the sliders. Additionally, the pond is very shallow and will most likely freeze to the
bottom.

Chair Cook commented it will be a long time before the trees are large enough to provide shade.

Commissioner Droegemueller stated if money is taken from the tree planting fund, they will need
help raising money for the trees. He indicated there could be a fund raising project since it's
usually quite easy to raise money for trees.

Chair Cook stated the community will agree with raising money for tree planting.

Commissioner Dr°egemueller stated the trees are essential and the title of the project should be
changed to "landscaping."

Commissioner Rolfe suggested switching the landscaping funds to the trail construction and using
lawful gambling funds for landscaping.

Mr. Norman noted there is concern by the community regarding the construction of the trail from
the football/soccer field to 151st Avenue. He stated there may be a need to hold offon this
project.

Chair Cook stated at this time they are just asking to approve the budget, not to begin work.

Park and Recreation Commission/September 10, 1998
Page 6 of 8
