Mr. Boos suggested combining the four trail projects into one project called "Trail Connections"
and indicate the project may occur in 1999.

Mr. Norman indicated the neighbors do not understand the need for the trail he mentioned above
and they are concerned about vandalism. He stated the need to organize supporters.

Motion by Commissioner Rolfe and seconded by Commissioner Droegemueller to amend the drat~
budget to include the addition of lawful gambling funds for the landscaping project and group the
trail connections under one project and to recommend City Council approval of the Alpine Parks
final phase completion as amended.

Motion carried. Voting Yes: Chair Cook, Commissioners Rolfe, Droegemueller, Asfahl, Johns,
LaMere and Ostrum. Voting No: None. Absent: None.

Case #4: Access Closure at Traprock Commons

It was noted since the riding arena was first developed as part of the Traprock Commons
subdivision, there have been two entrances. The primary entrance if from Variolite Street at
157th Avenue, the other is on the eastern side on Traprock Street.

Mr. Boos stated the purpose of this case is to recommend vehicular closure of the eastern side
because the park is frequently used as a cut through point between Traprock Street and Variolite
Street. The adjoining neighborhood has been frustrated with this activity.

Mr. Boos indicated the closure could be made with posts, without cable, being added along the
entire 300-foot east side. He stated an Eagle Scout is currently working on a landscape and
improvement proposal for the park. He also noted if the east should ever become a desired
entrance, it can easily be put back into service.

Motion by Commissioner Asfahl and seconded by Commissioner Ostrum to recommend the City
Council direct staff to proceed with the closure of Traprock Commons riding arena's east side
access.

Motion carried. Voting Yes: Chair Cook, Commissioners Asfahl, Ostrum, Droegemueller,
Johns, LaMere and Rolfe. Voting No: None. Absent: None.

Case #5: Review Proposed Trott Brook Trail Corridor

It was noted this trail is proposed to receive some research and planning efforts as part of the
1999 budget and the draR Five Year Parks C.I.P. shows construction of the trail beginning as
soon as 2004. The purpose of this case is to begin the periodic review of the project, including
identifying probable alignments. Identifying a trail's physical location within the Trott Brook
Valley is especially important if and when negotiations with land owners for land acquisition
begins.

Mr. Boos presented the map showing the proposed trail corridor and stated there was a study
conducted by U of M students.

Park and Recreation Commission/September 10, 1998
Page 7 of 8
