CASE # 3 <br /> <br /> REQUEST FOR A CONDITIONAL USE PERMIT TO MAINTAIN <br />MORE THAN ONE PRINCIPAL STRUCTURE ON A LOT OF RECORD; <br />CASE OF GRACE COMMUNITY BIBLE CHURCH <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Section 9.11.01 (subd. 1) of the Ramsey City Code states that there shall be no more than one <br />main building on a lot unless otherwise provided for. Pastor Randy Barrows of Grace Community <br />Bible Church has applied for a conditional use permit to construct a parsonage on the same lot as <br />Grace Community Church. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br /> <br />Site location map <br />Site plan <br />Proposed findings of fact <br />Proposed conditional use permit <br /> <br />Observations: <br /> <br />Section 9.11.01 (subd. 10) of the Ramsey City Code requires that buildings are sited on their <br />respective lots with respect to future resubdivision. I am concerned that if the church use ever <br />ceases, that it will be possible to subdivide the property to separate the church structure from the <br />residential structure. In my opinion, we should not set the stage for the precedent setting situation <br />that could result from another type of business obtaining a conditional use permit to operate out of <br />the former church structure and the business owner maintaining residency in the former parsonage <br />on the same parcel. <br /> <br />Recommendation: <br /> <br />I am requesting that the Planning and Zoning Commission determine whether they agree that them <br />is a need to address the future resubdivision of the property to separate the residential structure <br />from the church structure and if so, how that future resubdivision should be planned for at this <br />time. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Recommend that City Council adopt Findings of Fact # <br />Grace Community Bible Church for a conditional use permit. <br /> <br />__ relating to a request from <br /> <br />-and- <br /> <br />Motion to: <br />Recommend that City Council approve/deny the request from Grace Community Bible <br />Church for a conditional use permit. <br /> <br />Review Checklist: <br /> <br />Zoning Administrator <br />Building Official <br /> <br />P&Z: 3/5/91 <br /> <br /> <br />
