CASE #5 <br /> <br />REQUEST FOR PRELIMINARY PLAT APPROVAL OF FAYE ADDITION; <br />CASE OF FAYE CONSTRUCTION, B.B. CHAPMAN <br /> By: Sylvia Frolik, Acting Community Development Director <br /> <br />Background: <br /> <br />Faye Construction is requesting preliminary plat approval of Faye Addition. The plat consists of <br />103 acres and is proposed to be developed with 95 single family residential lots and approximately <br />46 acres of commercial development adjacent to Hwy. #10. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br />f) <br />g) <br /> <br />Site location map <br />Proposed preliminary plat <br />Letter from B.B. Chapman dated February 27, 1991. <br />City Engineer's review letter dated February 28, 1991. <br /> <br />Observations: <br /> <br />On July 19, 1990, the City of Ramsey received a subdivision application for the proposed Faye <br />Addition. <br /> <br />On August 7, 1990, the Planning and Zoning Commission conducted a sketch plan review of Faye <br />Addition and tabled action pending additional information from the Park and Recreation <br />Commission, options for access to the adjacent Kelly property, alternatives to developing multi- <br />family residential units adjacent to Riverside West and exceeding 1,000 feet of commercial <br />development south of Hwy. #10. <br /> <br />On August 8, 1990, the Park and Recreation Commission conducted a sketch plan review of Faye <br />Addition and recommended accepting land to satisfy park dedication requirements. <br /> <br />On September 4, 1990, the Planning and Zoning Commission met and tabled sketch plan review <br />pending resolution of outstanding issues regarding the future of Outlots A and B with respect to <br />exchange of property with the Anoka County Parks Department, access to the Kelly property, <br />development of multi-family residential adjacent to existing single family residential development <br />and the affect of possible airport safety zoning on the plat. <br /> <br />On October 2, 1990, the Planning and Zoning Commission met to review the sketch plan for Faye <br />Addition. The developer reported that the sketch plan had been revised to replace multi-family <br />residential units with single family residential units; Outlots A and B were reduced to one 5 acre <br />outlot to be dedicated to the homeowners association as private open space; the property that would <br />fall into Airport Safety Zone B had been redesigned to also accommodate multi-family <br />development depending on future zoning. The Commission approved the sketch plan contingent <br />upon providing an easement for access to the Kelly property and eliminated the cul-de-sac that <br />exceeds 600 feet in the westerly portion of the plat. <br /> <br />On November 7, 1990, the Planning and Zoning Commission met for a pre-preliminary plat <br />review of Faye Addition. The Commission approved the sketch plan and recommended that the <br />developer proceed to preliminary plat stage. <br /> <br /> <br />
