Observations:

The length of the recovery and treatment process is somewhat unknown at this time,
but is anticipated to be at least 10 years.

The proposal indicates that individual flows to wells can be adjusted to balance overall
flow and alleviate drawdown affects.

The draft permit requires independent testing of monitoring parameters once per year.

After treatment, the treated water will be discharged to the City's storm sewer
system and ultimately discharged to the Mississippi River. The projected flow of
WMMI's discharge is 2.4cfs while the minimum storm sewer capacity is 70cfs.
WMMI's discharge constitutes about 3.4% of the capacity of the storm sewer.

Staff Recommendation:

Approve findings of fact and recommend Council approval of a CUP for the proposed
action.

Commission Action:

Motion to;
Recommend that City Council adopt findings of fact relating to Waste Management
of Minnesota, Inc.'s request for a conditional use permit to operate a groundwater
pump-out and treatment system.

-and-

Motion to:
Recommend that City Council approve/deny Waste Management of Minnesota, Inc.'s
request for a conditional use permit to operate groundwater pump-out and treatment
system.

Review Checklist:

City Administrator
City Attorney
City Engineer
Zoning Administrator
P&Z: 4/2/91
