CASE # 3 <br /> <br />REQUEST FOR A CONDITIONAL USE PERMIT TO OPERATE A <br />GROUNDWATER PUMP-OUT AND TREATMENT FACILITY <br />CASE OF WASTE MANAGEMENT OF MINNESOTA, INC. <br /> By: Merland Otto <br /> <br />Background' <br /> <br />On March 11, 1991, Waste Management of Minnesota, Inc. (WMMI) applied for a <br />Conditional Use Permit to develop and operate a groundwater pump-out and treatment <br />system. The proposal is part of the response action which WMMI is obligated to <br />under the Consent Order entered into with MPCA on May 30, 1985. <br /> <br />The basic components of the recovery and treatment system are: <br /> <br />12 barrier wells <br /> 8 recovery wells <br />an air stripping/carbon filter treatment plant <br />discharge pipe with outfall to Mississippi River <br />augmentation discharge to Sunfish Lake and a wetland west of Sunfish Lake <br />Blvd. <br /> <br />The barrier and recovery wells will pump contaminated groundwater from the surficial <br />aquifer at a combined flow rate of 1100 gpm (1,584,000 gpd). The system is <br />designed to remove at least 95% of dissolved volatile organic compounds (VOC's) <br />from the groundwater. <br /> <br />WMMI conducted a neighborhood informational meeting with residents of Hunter's <br />Hill on March 6, 1991. The purpose of that meeting was forWMMIto present their <br />proposal and to receive comments from residents. <br /> <br />A large majority of residents attending that meeting signed a petition stating their <br />support for the project (this is included in Attachment 3). <br /> <br />WMMI has received a NPDES/SDS permit MN#0060259 from the MPCA which <br />outlines the conditions of treatment, monitoring and discharge limits. The permit is <br />valid through midnight, January 31, 1996. Additional permits and licenses will be <br />required for this proposal including a DNR groundwater appropriation permit and DNR <br />and COE permit approvals for discharge to surface waters. <br /> <br />The following items are enclosed for your information' <br /> <br />March 11, 1991 permit application <br />NPDES/SDS permit <br />Site map <br />AtTendance sheet and petition of neighborhood meeting <br />Dra~ findings of fact <br />Draft conditional use permit <br />Draft indemnification agreement <br /> <br />/O <br /> <br /> <br />
