CASE <br /> <br />REQUEST FOR APPROVAL OF REVISED PRELIMINARY PLAT FOR RIVER <br />BLUFFS P.U.D.; CASE OF LES MILLER AND JACK MILLER <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />The proposed plat of River Bluffs P.U.D. received preliminary plat approval on December 19, <br />1989. The plat consisted of 60 acres proposed to be subdivided into 20 lots. The original sketch <br />plan for River Bluffs consisted of an entrance at 153rd and two cul-de-sacs to service the lots. <br />That sketch plan was refused by the Planning and Zoning Commission and the developer was <br />directed to reconfigure the plat to have through streets connecting with Juniper Ridge Drive to the <br />west and Oneida Street to the north. The developer did so and the plat received preliminary <br />approval. <br /> <br />The developer has now approached the City for a revised preliminary plat. The streets have been <br />reconfigured so that the through street with Oneida Street to the north is eliminated and Juniper <br />Ridge Drive is extended into the plat from the west as a cul-de-sac. In doing so, the number of lots <br />also increased from 20 to 24. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />g) <br /> <br />Sketch plan <br />City Landscape Architect's Review dated December 4, 1989 <br />City Engineer's review letter dated December 5, 1989 <br />Preliminary plat approved on December 19, 1989 <br />Letter from DNR dated January 18, 1990 <br />Proposed revised preliminary plat dated February 12, 1991 <br />City Engineer's review letter dated May 2, 1991 <br /> <br />Observations: <br /> <br />On Novewmber 2, 1989, the City of Ramsey received an application and sketch plan from Jack <br />and Les Miller for Rum River Bluff. <br /> <br />On November 6, 1989, the Ramsey Planning and Zoning Commission tabled this case until their <br />special meeting scheduled for November 21, 1989. <br /> <br />On November 9, 1989, the Ramsey Park and Recreation Commission recommended acceptance of <br />the sketch plan subject to modifications suggested on November 9th with the condition that a <br />suitable vehicle access be worked out. The Ramsey Park and Recreation Commission also <br />reserves the right to review the possibility of an island park dedication at its December 14, 1989 <br />meeting. <br /> <br />On November 21, 1989, at a special meeting of the Ramsey Planning and Zoning Commission, the <br />Commission tabled the sketch plan for Rum River Bluff pending a recommendation from the City <br />Engineer regarding constructing Juniper Ridge Drive N.W. as a through street, reconfiguration of <br />the plat to at least connect with Oneida Street N.W. to the north, clarification of existing easements <br />to Outlot A of Stanhope River Hills Addition, a recommendation from the Ramsey Park and <br />Recreation Commission regarding park dedication requirements and providing for 200 feet of stzeet <br />frontage at the park area. <br /> <br /> <br />
