On November 30, 1989, the developer changed the name of the proposed plat from Rum River Bluff to River Bluffs. On December 4, 1989, the Ramsey Planning and Zoning Commission approved the sketch plan for River Bluffs P.U.D. and recommended that the developer proceed to preliminary plat stage with a review by the Ramsey Park and Recreation Commission for park dedication requirements. On December 5, 1989, the Ramsey Planning and Zoning Commission tabled this case until the special meeting scheduled for December 7, 1989. On December 7, 1989, the Ramsey Planning and Zoning Commission adjourned the meeting prior to addressing this case. On December 11, 1989, the Ramsey Planning and Zoning Commission recommended that City Council approve the preliminary plat for River Bluffs PUD contingent upon compliance with all items contained in the City Engineer's Review dated December 5, 1989 and an additional review by the Planning and Zoning Comrrfission prior to final plat approval. On December 14, 1989, the Ramsey Park and Recreation Commission reviewed the plat for park dedication requirements. Their decision was that the developer should be allowed to dedicate the lowlands adjacent to the river as private open space in accordance with PUD requirements. With respect to park dedication requirements, the developer should provide a 10-20 foot pedestrian easement along the northern boundary of the plat in a east/west direction to the park outlot and the balance of park dedication due would be satisfied with cash. On December 19, 1989, the Ramsey City Council granted preliminary plat approval to River Bluffs PUD. On October 23, 1990, the Ramsey City Council granted the developer an extension to December 31, 1990 to file for final plat approval of River Bluffs PUD. On April 23, 1991, the Ramsey City Council granted the developer another extension to August 30, 1991 to file for final plat approval of River Bluffs PUD. Recommendation: City Staff recommends denial of the proposed revised preliminary plat for River Bluffs based on concerns raised in the City Engineer's review letter. If the Commission chooses to accept the revised preliminary plat, then the park dedication should again be reviewed by the Park and Recreation Commission. Whether or not the plat is revised, there rema/ns to be unresolved issues with DNR that the developer needs to address prior to final plat approval.
