CASE <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF RIVER'S BEND WEST ADDITION <br />(aka RIVER'S BEND 3RD ADDITION); <br /> CASE OF OXBOW PROPERTIES AND RAMSEY CENTER PARNERSHIP <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Rick Foster of Oxbow Properties and Art Raudio of Ramsey Center Partnership are requesting <br />sketch plan review of River's Bend West. The plat is proposed to consist of a combination of <br />commercial and multi-family development. <br /> <br />Block 1 is approximately 7 acres in size and is proposed to be developed with six 12-unit <br />residential buildings. To develop at that density would require a rezoning from B-1 Business to <br />MR (Multiple Residential). MR allows for a maximum density of 15 units per acre. A substantial <br />amount of off street parking area would also be required and may impact the number of units <br />feasible on the parcel. City Code requires 1.5 parking spaces for each one bedroom unit and <br />additional 1/2 parking space for each additional bedroom. <br /> <br />Block 2 and 3 total approximately 6 acres and are proposed to be platted and developed with <br />commercial lots, which is permitted under B-1 Business zoning. The proposed lots would meet <br />minimum lot sizes for the B- 1 Business District. <br /> <br />It appears that the subject property may be in the Scenic River Overlay District and should be <br />reviewed by DNR. <br /> <br />If the plat proceeds to preliminary plat, it will be scheduled for a review by the Park and Recreation <br />Comnfission prior to the preliminary plat public hearing. <br /> <br />The plat is proposed to be served by municipal water and sanitary sewer. The developers would <br />have to petition the City for those improvements. <br /> <br />Observations: <br /> <br />On February 27, 1991, the City of Ramsey received an application for River's }lend 3rd Addtion <br />which consisted of a combination of single family urban residential and commercial development. <br /> <br />On March 5, 1991, the Planning and Zoning Commission reviewed the proposed sketch plan for <br />River's Bend 3rd-Addition and recommended that the developer proceed to preliminary plat <br />approval contingent upon compliance with the City Engineer's review letter dated February 27, <br />1991, the elimination of the proposed east/west street providing access to St. Francis Blvd., and <br />planning for the northerly intersection with County Road 5 and Hwy. #47 in accordance with the <br />County Highway Department plans for that intersection. <br /> <br />On May 17, 1991, the city of Ramsey received a revised sketch plan for River's Bend 3rd Addition <br />which consisted of commercial and multi-family residential development. The name of the <br />proposed plat was also changed to River's Bend West. <br /> <br /> <br />
