CASE # 9

REVIEW CITY CODE FOR AMENDMENTS RELATING TO THE
KEEPING OF POULTRY AND FOWL
By: Zoning Administrator Sylvia Frolik

Background:

At the July meeting of the Planning and Zoning Commission, it was brought to the Commission's
attention that the section of Ramsey City Code establishing regulations for the keeping of certain
animals needs to reviewed and amended, especially with respect to fowl and poultry. At that time,
the Commission requested that the subject be placed on the August agenda and that a copy of
Andover's ordinance regarding this issue be obtained.

Observations:

Enclosed is the material I received from Andover. It appears that the rules for keeping certain
animals in Andover is established in each of their various zoning district chapters within their code.
In my opinion, a separate section in City Code which establishes rules for keeping animals, which
is what we currently have, is simpler to understand and enforce. I would like to suggest that we
determine the appropriate numbers of animals to be kept on properties based on acreage increments
and amend our current code format accordingly. Also enclosed for your information purposes is a
copy of Ramsey's current code regarding the keeping of animals.

I should remind you at this time that the City Council has recommended that the proper acreage
requirement for poultry and fowl should be 5 acres.

Recommendation:

Commission Action:

Will be based on your discussion.

Review Checklist:

P&Z: 8/6/91

Zoning Administrator
City Administrator
