CASE # 1 <br /> <br />REQUEST FOR A REVISED PRELIMINARY PLAT FOR RIVER BLUFFS <br />P.U.D.; CASE OF LES MILLER AND JACK MILLER <br /> By: Sylvia Frolik, Zoning Administrator <br /> <br />Background: <br /> <br />As you may recall, on May 7, 1991, the Planning and Zoning Commission reviewed a request for <br />a revised preliminary plat for River Bluffs P.U.D. At that meeting, the Commission voted to <br />recommend that City Council deny the request for a revised preliminary plat. Subsequent to that <br />meeting, Les and Jack Miller withdrew their request from Council action and met with City <br />Engineer Jankowski to review other alternatives for street layouts in River Bluffs P.U.D. Two <br />alternatives were defined and both of them were reviewed by the Planning and Zoning <br />Commission at a special meeting on July 16. At that time, the Commission selected the alternative <br />described as Exhibit A and authorized that it be subjected to a public hearing by the Planning and <br />Zoning Commission in August. <br /> <br />In summary, the now proposed preliminary plat differs from the approved preliminary plat in that it <br />replaces the through street at Juniper Ridge Drive with a cul-de-sac, adds an access from 153rd <br />Avenue N.W., creates an additional cul-de-sac in the northeast comer of the plat, and increases the <br />number of lots from 20 to 25. (A presentation of the proposed revised preliminary plat will be <br />made at the meeting). <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Preliminary plat approved on December 19, 1989 <br />Planning & Zoning Commission meeting minutes dated July 16, 1991 <br />Memo from Project Manager Jim Gromberg dated July 29, 1991 <br />City Engineers review letter dated July 31, 1991 <br /> <br />The plat will be subjected to a final review by the Park and Recreation Commission on August 8, <br />1991. <br /> <br />Observations: <br /> <br />On November 2, 1989, the City of Ramsey received an application and sketch plan from Jack and <br />Les Miller for Rum River Bluff. <br /> <br />On November 21, 1989, at a special meeting of the Ramsey Planning and Zoning Commission, the <br />Commission tabled the sketch plan for Rum River Bluff pending a recommendation from the City <br />Engineer regarding constructing Juniper Ridge Drive N.W. as a through street, reconfiguration of <br />the plat to at least connect with Oneida Street N.W. to the north, clarification of existing easements <br />to Outlot A of Stanhope River Hills Addition, a recommendation from the Ramsey Park and <br />Recreation Commission regarding park dedication requirements and providing for 200 feet of street <br />frontage at the park area. <br /> <br />On November 30, 1989, the developer changed the name of the proposed plavfrom Rum River <br />Bluff to River Bluffs. <br /> <br />I <br /> <br /> <br />
