CASE # 1 REQUEST FOR A REVISED PRELIMINARY PLAT FOR RIVER BLUFFS P.U.D.; CASE OF LES MILLER AND JACK MILLER By: Sylvia Frolik, Zoning Administrator Background: As you may recall, on May 7, 1991, the Planning and Zoning Commission reviewed a request for a revised preliminary plat for River Bluffs P.U.D. At that meeting, the Commission voted to recommend that City Council deny the request for a revised preliminary plat. Subsequent to that meeting, Les and Jack Miller withdrew their request from Council action and met with City Engineer Jankowski to review other alternatives for street layouts in River Bluffs P.U.D. Two alternatives were defined and both of them were reviewed by the Planning and Zoning Commission at a special meeting on July 16. At that time, the Commission selected the alternative described as Exhibit A and authorized that it be subjected to a public hearing by the Planning and Zoning Commission in August. In summary, the now proposed preliminary plat differs from the approved preliminary plat in that it replaces the through street at Juniper Ridge Drive with a cul-de-sac, adds an access from 153rd Avenue N.W., creates an additional cul-de-sac in the northeast comer of the plat, and increases the number of lots from 20 to 25. (A presentation of the proposed revised preliminary plat will be made at the meeting). Observations: On November 2, 1989, the City of Ramsey received an application and sketch plan from Jack and Les Miller for Rum River Bluff. On November 21, 1989, at a special meeting of the Ramsey Planning and Zoning Commission, the Commission tabled the sketch plan for Rum River Bluff pending a recommendation from the City Engineer regarding constructing Juniper Ridge Drive N.W. as a through street, reconfiguration of the plat to at least connect with Oneida Street N.W. to the north, clarification of existing easements to Outlot A of Stanhope River Hills Addition, a recommendation from the Ramsey Park and Recreation Commission regarding park dedication requirements and providing for 200 feet of street frontage at the park area. On November 30, 1989, the developer changed the name of the proposed plavfrom Rum River Bluff to River Bluffs. I
