CASE <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF GLENGARRY, A MINOR <br />SUBDIVISION; CASE OF BURNSIDE TRAILS DEVELOPMENT <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />Dennis Chuba and Ron Kuhn of Burnside Trails Development are requesting sketch plan review of <br />a minor subdivision to be named Glengarry. The property is located in the R-1 Rural Residential <br />District and consists of approximately 30 acres to be divided into 3 lots. The subject property is <br />also located within the Rural Service Area for which there is a 10 acre minimum lot size under 4 in <br />40 density zoning. City Code allows for a 25% deviation fi.om the minimum lot size if the <br />beginning acreage is not evenly divisible by 10. Although the developers have the required amount <br />o£ acreage to meet the 10 acre minimum lot size, they found it necessary to deviate 25% on Lot 1 in <br />order that Lot 2 would meet the requirement for Class I soils. <br /> <br />At this writing, ! still have not received a response from the Anoka County Highway Department <br />regarding accesses onto County Road #64. As with Gordon's .Gardens 2nd Addition, ! suspect <br />that the County will request that two of the lots align their accesses adjacent to each other on the <br />common property line and then consolidate at the right-of-way as one access onto County Road <br />#64. I will have at least a verbal report for the Commission from the Anoka County Highway <br />Department on October 1. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br /> <br />Site location map <br />Proposed subdivision <br />City Staff review letter dated September 26, 1991 <br /> <br />The City Building Official has recommended that the development agreement require soil borings <br />on each of the lots prior to issuance of a building permit. <br /> <br />Observations: <br /> <br />On September 24, 1991, the City of Ramsey received an application from Burnside Trails <br />Development for a minor subdivision to be named Glengarry. <br /> <br />Recommendation: <br /> <br />City Staff recommends approval of the minor subdivision. <br /> <br />Commission Action: <br /> <br />Motion to: <br />Accept the sketch plan for Glengarry and recommend that City Council grant final plat <br />approval to Glengarry contingent upon compliance with the Anoka County Highway <br />Department and City Staff review letter dated September 26, 1991. <br /> <br />Review Checklist: <br /> <br />City Administrator <br />City Engineer <br />Zoning Administrator <br /> <br />P&Z: 10/1/9I <br /> <br /> <br />
