CASE <br /> <br />REQUEST FOR <br /> <br />PRELIMINARY PLAT APPROVAL OF WOOD POND HILLS; <br />CASE OF BLH DEVELOPMENT COMPANY <br /> By: Zoning Administrator Sylvia Frolik <br /> <br />Background: <br /> <br />BLH Development Company is requesting preliminary plat approval of Wood Pond Hills. Wood <br />Pond Hills consists of approximately 72 acres proposed to be subdivided into !35 lots. The plat is <br />proposed to be developed in four phases and it will be served by municipal sewer and water. The <br />12 northernmost lots are not within the MUSA; however, this area is expected to be included in the <br />MUSA by the time the lots are developed. <br /> <br />The following items are enclosed for your information: <br /> <br />a) <br />b) <br />c) <br />d) <br />e) <br /> <br />Site location map <br />Preliminary plat <br />Phasing Plan <br />City Staff review letter dated October 30, 1991 <br />Letter dated November 8, 1991 from Tom Hovey, DNR <br />Letter dated November 12, 1991 from City Engineer to Tom Hovey, DNR <br /> <br />Observations: <br /> <br />On February 7, 1990, the City received an application for the Wood Pond Hills subdivision. <br /> <br />On March 6, 1990, the Planning and Zoning Commission review the sketch plan for Wood Pond <br />Hills. At that time, the recommendation was for the developer to proceed to preliminary plat stage. <br /> <br />On March 15, 1990, the Park and Recreation Commission reviewed the plat for park dedication <br />requirements. At that time, the recommendation was for a combination of nail land and cash. <br /> <br />On September 17, 1991, the developer submitted a preliminary plat for approval. <br /> <br />On October 10, 1991, the Park and Recreation Commission reviewed the proposed preliminary <br />plat for Wood Pond Hills. The developer had requested additional park dedication credit in lieu of <br />the amount of open space on the property. The consensus was that park dedication would consist <br />of a combination of land for a trail corridor and cash. It was also determined that Sunfish Lake <br />Drive would be designated as a bicycle route. The alignment of the trail corridor was tabled until <br />the November, 1991 meeting of the Park and Recreation Commission. <br /> <br />On November 5, 1991, the Planning and Zoning Commission conducted a public hearing <br />regarding the proposed plat of Wood Pond Hills. The Commission tabled action on the plat until <br />after the Park and Recreation Commission made a recommendation on the trail corridor alignment <br />and the alignment of Sunfish Lake Drive in the northwest corner of the plat was resolved with <br />DNR. (DNR expressed concern that there is public need for the extension of Sunfish Lake Drive. <br />Tom Hovey also made verbal comments that if Sunfish Lake Drive is constructed, it should be <br />realigned slightly to minimize impact on Wetland 2-114P.) <br /> <br /> <br />
