On November 12, 1991, City Engineer Jankowski wrote a letter to DNR requesting concurrence
with a realignment of Sunfish Lake Drive which would reduce its impact on Wetland 2-114P from
340 feet to 120 feet. I spoke with Tom Hovey on November 27, 1991, and requested his response
to Mr. Jankowski's letter. Mr. Hovey indicated that he will be forwarding a written response
which, in summary, will request traffic data to justify the public need for the extension of Sunfish
Lake Drive. He also noted that DNR cannot make a final ruling on that street extension until there
is a formal application for a DNR permit to construct the roadway in the wetland.

On November 14, 1991, the Park and Recreation Commission reviewed the plat of Wood Pond
Hills for trail corridor alignment. Their recommendation was that the developer would receive park
dedication credit for only the amount of land given for trail purposes. It was also the
recommendation that the developer will provide for a trail alignment that is 15 feet above the
ordinary high water mark, which is 858.1. This directive would most likely align the trail corridor
on the eastern edge of Outlot D, adjacent to homes on Block 5. An alternative alignment would be
to seek DNR approval to develop the trail corridor in the sewer line easement across Outlot D.

Recommendation:

City Staff has recommended that the developer provide a preliminary plat which reflects the
realignment of Sunfish Lake Drive and includes a trail corridor on the east edge of Outlot D. The
final determination on the alignment of the trail corridor will be made at the time of final plat
approval. City Staff is recommending preliminary plat approval with contingencies.

Commission Action:

Motion to:
Recommend that City Council approve/deny the preliminary plat for Wood Pond Hills
contingent upon a the trail corridor being identified along the eastern edge of Outlot D and
Sunfish Lake Drive realigned in accordance with the City Engineer's letter dated November
12, 1991 to DNR.

Review Checklist:

P&Z: 12/3/91

City Administrator
City Engineer
Zoning Administrator
Park and Recreation Commission
DNR
Anoka County Highway Dept.
