CASE REQUEST'rFOR PRELIMINARY PLAT REVIEW OF RAMSEY MEADOWS; ~ ,, CASE OF GILBERT MENKVELD By: Zoning Administrator Sylvia Frolik Background: On February· 1Z, 1992, the City of Ramsey received a subdivision application from Gilbert Menkveld fog R ~.ajmsey Meadows. The plat consisted of 29.5 acres proposed to be subdivided into 33 single fa~ly llrban residential lots. On March 2, 1992, the Planning and Zoning Commission reviewed the sketch plan for Ramsey Meadows. A~ th{it time, the Commission recommended revising the sketch plan to more accurately reflect the nL~,nbcr of lots that could be platted in accordance with the 10,800 square foot of area required abo~e tl,te Ordinary High Water mark. On March 16, 1992, the Planning and Zoning Commission approved the revised sketch plan for Ramsey Meaitows. The number of lots proposed in the plat was reduced from 33 to 31. The Commission ~tdvised the developer to proceed to apply for preliminary plat approval. On April 3, 1992~ the developer submitted a preliminary plat for Ramsey Meadows for approval. On April 23, ~99~, the Park and Recreation Commission recommended requiring a cash payment to satisfy pa~l~ dedication requirements for Ramsey Meadows. The prelimin~ary '.plat for Ramsey Meadows was scheduled for a public hearing in front of the Planning and Zoning Commission on May 5, 1992. The following items are enclosed for your information: a) ~ Site location map b) Proposed preliminary plat c) r City Staff review letter dated April 28, 1992 Observatiorls: All 31 lots prOpoSed in the plat meet the minimum width and area requirements with a couple of exceptions. Some of the lots in this plat are impacted by wetlands and it is desirable in such a case to maintain ~ n~'nimum required area (10,8900 square feet) at an elevation above the ordinary high water. I.~ot 3, Block 1 and Lot 4, Block 3 are slightly below this minimum; Lot 5, Block 1 only has 6,400 sqCare feet above the ordinary high water mark. Per the City Staff:review letter dated April 28, 1992, certain modifications will be required to the drainage plans;in the final plat. Development Of the plat will require paving 149th, an existing, unimproved street. There are some existing prop~rty~owners along 149th that will receive benefit from the improvements. The distribution o~ th~ cost of improving 149th will be addressed in the development agreement for Ramsey Meadtaws.
